SRINAGAR: The Jammu and Kashmir Government has ordered a major reshuffle in the Jal Shakti Department, transferring and posting 116 engineers and other technical officers across Jammu and Kashmir with immediate effect.
The transfers have been ordered in the interest of administration following the placement of Assistant Executive Engineers (Mechanical) in the department, according to Government Order No. 173-JK (JSD) of 2026 dated October 1.
The order covers postings in the Public Health Engineering (PHE) Mechanical, Mechanical Irrigation, Ground Water Drilling, Quality Control and Procurement, Irrigation and Flood Control, Tube-Well Irrigation and related establishments in both Jammu and Kashmir divisions.
Among the key changes in Jammu, Narinderjit Singh, Technical Officer to Executive Engineer, PHE Mechanical Division Rajouri, has been posted as Technical Officer to Executive Engineer, PHE Mechanical Division North Jammu, against a vacancy. Sukhchain Singh Baila has been posted to the Rajouri division in his place.
Atul Mahajan has been shifted from PHE Mechanical Sub-Division Samba-II at Bari Brahmana to Sub-Division Dhountly in North Jammu, while Anil Dev Singh has been posted to Samba-II. Jasvinder Singh has been moved from Khour to PHE Mechanical Sub-Division Shakti Nagar (Medical), North Jammu.
The order also places Jatin Talwar, who was awaiting orders of posting, at PHE Mechanical Sub-Division Company Bagh, while Khursheed-Ul-Islam has been posted at Sitlee.
In South Jammu, Akash Sharma has been posted as Technical Officer to Executive Engineer, PHE Mechanical Division South Jammu. Kamaljeet Singh has been posted to Sub-Division-I, Boria, while Ali Abuzar has been shifted to Sub-Division-II, Narwal, and Kulwant Singh posted to Sub-Division-III, Kunjwani.
Karan Bevoria has been posted as Technical Officer to Executive Engineer, PHE Mechanical Division Rural Jammu. Anshu Akash Gupta has been moved from Rajouri to Bhalwal, while Harvinder Singh and Surinder Singh have been posted to the Rural Jammu sub-divisions at Sub-Division-II and Akhnoor respectively.
The reshuffle also affects the department’s Quality Control and Procurement and Ground Water Drilling establishments. Kiran Hansa has been posted as Technical Officer to Executive Engineer, PHE Mechanical Quality Control and Procurement Division Jammu, while Vinod Khatri has been moved from Doda to the same division.
Sadat Hussain has been posted at Sub-Division-I of the Quality Control and Procurement Division, while Vijay Kumar has been posted as Technical Officer to Executive Engineer there. Gourav Swaraj has been shifted to the Ground Water Drilling Division Jammu.
In the Rajouri, Kathua and Udhampur areas, Kem Raj Raina has been posted at Nowshera, Mohammad Azam at Rajouri, Jagdev Singh as Technical Officer to Executive Engineer in Kathua and Manish Mangotra at the Kathua sub-division.
Anil Kumar Bhardwaj has been posted as Technical Officer to Executive Engineer, PHE Mechanical Division Udhampur, while Dileep Kumar Pandita has been posted at Reasi. Hemdeep Singh Ishar has been posted at Ramnagar-Chenani and Dharamveer Singh at Katra. Dinesh Kumar Singh has been shifted to Doda.
The order also extensively reshuffles the Mechanical Irrigation wing. Bhanu Partap Gupta has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Construction Division Jammu, while Paramveer Singh Bhatia has been moved to the Udhampur sub-division.
Harpreet Singh has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division Akhnoor/Nowshera, and Showkat Javeed to Sub-Division-II, Rajouri. Vishal Khajuria has been posted to Sub-Division-IV, Ranjan, and assigned additional charge of Sub-Division-III, Rajal.
Vinod Trackroo has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division Jammu. Tarun Sharma, Sanjay Bhatti and Vikrant Gupta have been posted to different sub-divisions of the Jammu Mechanical Irrigation Division, while Rakesh Kumar Tickoo has been moved to Sub-Division-IV.
In the Tube-Well Irrigation wing, Jyoti Prashad has been posted to Sub-Division-I, Sheikh Nissar Ahmed to Sub-Division-II and Suraj Parkash to Sub-Division-III of the Mechanical Tube-Well Irrigation Division Jammu.
The order further assigns Harmeet Singh as Technical Officer to Superintending Engineer, I&FC Mechanical Circle Jammu, while Ajay Kumar Gandotra has been posted as Technical Officer to Executive Engineer, Mechanical Division RTIC Jammu. Ankush Padha has been posted as Technical Officer to Executive Engineer, I&FC, and several officers have been shifted within the RTIC divisions of Jammu and Kathua.
The Kashmir division has also seen extensive changes.
Shafiq Ahmad Sheikh has been posted as Technical Officer to Executive Engineer/Stores and Transport, PHE Mechanical Division Srinagar. Tariq Ahmad has been posted at the City Left Sub-Division Srinagar, while Muzamil Jan has been shifted to the City Right Sub-Division.
Shuja Hussain Qureshi has been posted at the PHE Mechanical Construction Sub-Division Srinagar. Nahida Rehman has been posted as Technical Officer to Executive Engineer, Quality Control and Procurement Division Srinagar, while Muneer-ur-Rashid has been moved to the Procurement Sub-Division Jammu under the same division.
Sadiq Mohd has been posted at Procurement Sub-Division-I Srinagar and Sajad Ahmad Wani at Procurement Sub-Division-II Srinagar.
In south Kashmir, Aijaz Ahmad Rather has been posted at PHE Mechanical Sub-Division Awantipora, Malik Mohd Nassir at Shopian, Basharat Ibrahim Sheikh at Bijbehara and Hilal Ahmad Bhat at Qazigund.
Khurshid Ahmad Sheikh has been shifted to PHE Mechanical Sub-Division Sopore, while M Umar Farooq Wani has been posted at the Baramulla sub-division. Uzma Iftikhar has been posted as Technical Officer to Executive Engineer, PHE Mechanical Division Rural Srinagar.
The Ground Water and irrigation establishments in Kashmir have also been affected. Jameel Ahmad Sheikh has been posted at Budgam under the PHE Mechanical Ground Water Division Srinagar, while Shafat Ahmad Beigh and Aejaz Ahmad Khan have been posted to the two drilling sub-divisions in Srinagar.
Majid Hanief has been shifted to the PHE Mechanical Water Works Division Srinagar. Imran Firdous has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Construction Division Srinagar, while Farooq Ahmad Ahangar and Farhat Rasool Khan have been posted to the New Lift and Tubewell sub-divisions respectively.
Asma Rashid has been posted at Stores and Transport of the Mechanical Irrigation Construction Division Srinagar. Reyaz Ahmad Mir has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division Srinagar.
Further changes have been ordered in the south and north Kashmir irrigation divisions. Javed Rashid Pandit has been posted at Lethpora, Abid Bashir Wani at Ganderbal, Masood Ahmad Wadeera at Marvel and Malik Hilal at the headquarters sub-division of the Mechanical Irrigation Division South Srinagar.
Dildar Ahmad Dar has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division North Shadipora, while Rafi-Ul-Maqbool Dar, Owais Nazir and Said Rehman Mir have been posted to Shadipora, Sumbal and Hajin respectively.
In the Anantnag-Awantipora/Pulwama belt, Altaf Ahmad Najar has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division, while Rais Ahmed Laway has been posted at Sambora. Raja Waseem Mohd Makroo has been posted at Padgampora.
In north Kashmir, Abdul Rashid Javid has been posted as Technical Officer to Executive Engineer, Mechanical Irrigation Division Baramulla. Mohammad Yaseen Dar has been posted at Baramulla, Tariq Ahmad Lone at Patan and Mohd Ummar Shah at Handwara.
The Flood Control wing has also been reshuffled, with Zamir Ashraf posted at the Dredging Sub-Division Baramulla, Gulzar Ahmad Wani at the Stores Sub-Division and Sajad Ahmad Wani at the Workshop Sub-Division. Mohd Asif Ali has been posted at the Mechanical Sub-Division Baramulla and assigned additional charge of the Transport Sub-Division there.
The order also makes several postings to other establishments. Aafaq Showkat has been posted as Technical Officer to Superintending Engineer, I&FC (Mechanical) Circle, while Jashwant Singh has been posted at the Jammu and Kashmir Water Resources Regulatory Authority (JKWRRA).
Rajeev Kumar and Rahul Sharma have been posted at DIQC Jammu, while Vikas Gupta has been posted at the Mission Directorate, Jal Jeevan Mission, Jammu. Fouzia Farhat has been posted at the Mission Directorate, Jal Jeevan Mission, Kashmir.
The order specifies that the officers shall join their new places of posting forthwith and shall not avail any joining time.
