SRINAGAR: The Jammu and Kashmir Government has placed Er Akhter Hussain Shah, an In-charge Assistant Executive Engineer (Civil), as In-charge Executive Engineer (Civil) on a stop-gap basis with immediate effect in the Public Works (R and B) Department.
According to Government Order No. 215-PW(R and B) of 2026 dated June 16, the placement has been made in continuation of earlier orders issued by the department and will remain in force until the post is filled by an eligible engineer from the relevant quota in accordance with the Jammu and Kashmir Engineering (Gazetted) Service Recruitment Rules.
The order states that Shah, a degree-holder engineer, will continue in his present place of posting until further instructions are issued.
The government clarified that the arrangement is purely temporary and made on a look-after basis, without conferring any right to regular promotion, confirmation or seniority. Any substantive appointment to the post will be made strictly under the prescribed recruitment rules through the Departmental Promotion Committee or the Jammu and Kashmir Public Service Commission.
The placement will also remain subject to the outcome of any pending court cases and may be withdrawn without prior notice if any adverse report is received against the officer or if a superior claim from an eligible engineer is established.
