Jammu Kashmir: Govt Reconstitutes Project Monitoring Group to Fast-Track Infrastructure Projects

   

SRINAGAR: The Jammu and Kashmir Government has reconstituted the Union Territory Project Monitoring Group (UT PMG) to facilitate coordinated monitoring and faster resolution of bottlenecks affecting infrastructure and other investment projects costing Rs 5 crore and above.

The General Administration Department issued Government Order No. 1386-JK(GAD) of 2026 on Monday, superseding the earlier order issued in October 2022.

The UT PMG will be headed by the Chief Secretary, JK, while the Administrative Secretary of the Planning, Development and Monitoring Department (PD and MD) has been designated as Member Secretary.

The group comprises Administrative Secretaries from key departments, including Jal Shakti, Power Development, Agriculture Production, Finance, Public Works (R and B), Information Technology, Housing and Urban Development, General Administration, Health and Medical Education, Social Welfare, Industries and Commerce, School Education and Higher Education.

Other Administrative Secretaries or District Development Commissioners may also be co-opted as members when required.

The group will review and monitor major projects, schemes and programmes flagged on the PMG Portal and facilitate the resolution of inter-departmental and project-specific bottlenecks delaying implementation.

It will also coordinate with Central ministries, the Department for Promotion of Industry and Internal Trade (DPIIT), administrative departments, district administrations and project proponents to expedite resolution of issues.

The UT PMG will periodically review the status of issue resolution, recommend measures to address systemic, procedural and policy-related bottlenecks, and approve periodic reports on project progress and implementation.

The government has designated the PD and MD as the nodal department for coordination, implementation and operationalisation of the UT PMG Portal.

The department will liaise with DPIIT and other stakeholders, monitor projects registered on the portal, coordinate UT PMG meetings, follow up on decisions and manage the portal and related reporting mechanisms.

The reconstituted mechanism will operate in accordance with the framework and operational guidelines issued by DPIIT, Government of India, the order stated.
