SRINAGAR: The Jammu and Kashmir Government has revised and consolidated the norms governing ex-gratia relief for people affected by law and order disturbances, fixing compensation for deaths, disabilities, injuries and damage to property.
The General Administration Department issued Government Order No. 1387-JK(GAD) of 2026 on August 10, superseding its earlier order issued in December 2025.
Under the revised guidelines, the family of a police personnel killed in the course of official duty will be eligible for Rs 5 lakh, while the same amount has been fixed for the death of a Special Police Officer (SPO). Ex-servicemen will be eligible for Rs 2 lakh in case of death, while permanent and partial disability will attract Rs 75,000 and Rs 10,000 respectively.
The order also provides relief to police personnel killed or disabled in militancy-related incidents while on duly sanctioned leave.
For defence personnel and Central Armed Police Forces, the government has fixed Rs 5 lakh for the death of a non-domicile personnel in J&K, while the next of kin of a J&K domicile killed either within or outside the Union Territory will receive Rs 25 lakh. Permanent disability will attract Rs 75,000 and partial disability Rs 10,000.
The next of kin of paramilitary personnel serving in J&K who are killed within the territorial jurisdiction of the Union Territory in militancy-related incidents while on leave or during inter-station movement on leave will also be eligible for relief.
For government employees other than police personnel, the relief has been fixed at Rs 2 lakh for the death of a magistrate and Rs 1 lakh for the death of other employees. Permanent disability will attract Rs 75,000, while serious injury requiring hospitalisation for more than 24 hours will qualify for Rs 5,000.
An employee hospitalised for less than 24 hours will be eligible for Rs 1,000, while minor injuries requiring only first aid will attract Rs 500.
The government has also extended the scheme to civilians and other persons who were not directly or indirectly involved in violence or its instigation and were killed, disabled or injured innocently.
For such persons, the relief includes Rs 1 lakh in case of death, Rs 75,000 for permanent disability, Rs 5,000 for serious injury requiring more than 24 hours of hospitalisation, Rs 1,000 for hospitalisation of less than 24 hours and Rs 500 for minor injury.
The order also provides for compensation in cases where a person is reported missing and there is no direct and conclusive evidence of death, subject to an inquiry by the District Magistrate and submission of indemnity and surety bonds.
For property damaged during counter-terrorist operations undertaken by the Army or Central Armed Police Forces, relief has been capped at Rs 10 lakh or the actual assessed loss, whichever is lower. The amount will be subject to a maximum of Rs 7 lakh for immovable property and Rs 3 lakh for movable property.
In cases of damage caused by shelling or firing from across the IB/LoC, the relief will be 50 per cent of the assessed loss or Rs 1 lakh, whichever is lower. For immovable property damaged in a bomb blast or other sabotage, relief will be 50 per cent of the assessed loss, subject to a maximum of Rs 1 lakh.
