SRINAGAR: As many as 113 developmental works and projects across Jammu and Kashmir are currently under status quo due to court cases and other legal impediments, leaving Rs 213.17 crore of the Rs 244.62 crore allocated for them during 2026-27 unutilised, the government has informed the Legislative Assembly.
The figures were provided by the Finance Department in response to a question raised by MLA Devyani Rana on the utilisation of funds earmarked for developmental works affected by court orders or other legal restrictions.
According to the reply, the 113 works are presently subject to status quo orders in matters pending before courts or competent authorities. The government has enclosed department- and district-wise details of the affected projects with its response.
The government said Rs 85.95 crore had already been spent on the works before the status quo orders, or orders issued by courts or competent authorities, came into effect.
Regarding funds allocated to projects that cannot be completed during the current financial year because of legal restrictions, the government said their treatment would be determined under applicable budgetary and financial provisions and in accordance with directions issued by the concerned court or competent authority.
It said the availability or revalidation of budgetary allocations, surrender of savings and re-appropriation, wherever permissible, would be governed by the relevant financial rules and budgetary instructions.
The government further said the concerned departments periodically review the physical progress and financial position of developmental works to prevent funds from remaining blocked.
Where execution of a work is halted because of a court order, the concerned department is pursuing the matter before the relevant court to seek vacation or modification of the order wherever legally permissible, the Finance Department said.
The department said budgetary provisions were being managed in accordance with applicable financial rules with the aim of reducing the blocking of funds and ensuring optimal utilisation of available resources.
