Jammu Kashmir Govt Says Rs 849 Cr Spent On Migrant Flats, 3,736 Units Completed 

   

SRINAGAR: The Jammu Kashmir government has said that it has completed 3,736 of the 6,000 residential units being built for Kashmiri migrant employees under the Prime Minister’s Development Package (PMDP-2015) and that a proposal to enhance monthly cash assistance for registered Kashmiri migrants has been submitted to the Ministry of Home Affairs (MHA) for consideration.

Responding to questions raised by MLA MY Tarigami in the Assembly, the Disaster Management, Relief, Rehabilitation and Reconstruction Department said that migrant families registered under the Relief category are currently receiving free ration—9 kilograms of rice and 2 kilograms of atta per person, plus 1 kilogram of sugar per family—along with a monthly cash relief of Rs 3,250 per person, capped at Rs 13,000 per family. The government said any revision in the relief amount lies with the MHA, as it is funded under the Security Related Expenditure (SRE) head.

The government also said that 897 pending cases of provisionally registered Kashmiri migrants are under active scrutiny. A screening committee, reconstituted under Government Orders 1107-JK(GAD) and 1736-JK(GAD) of 2024, examined 1,263 cases, clearing 351. Another 58 cases have been recommended for cancellation but will be given an opportunity to present their case before a final decision is made. Meanwhile, 239 cases await CID or district magistrate reports before disposal.

Addressing concerns about the condition of residential flats in Jagti Township, the government said repairs and renovation are under consideration. A detailed project report worth Rs 849 crore has been prepared by the Public Works Department, of which Rs 693 crore is earmarked for the Jagti blocks alone.

On the construction of new accommodations for PM Package employees, the government said that approval for a revised project cost of Rs 1,325.84 crore was received from the MHA in August 2024. Of the 6,000 planned flats, 3,736 have been completed till September 2025, with 2,264 under construction across 20 locations in the Valley. The sites include Zewan in Srinagar (936 units), Lethpora in Pulwama (1,104 across two sites), Odina in Bandipora (480), and Fatehpora in Baramulla (408).

On compassionate appointments for next of kin of PM Package employees who died in service, the department said the issue has been resolved through amendments to the Rehabilitation Assistance Scheme, 2022, bringing these employees within the definition of “government employees” under the scheme.

The government maintained that it is pursuing all pending matters “vigorously” with relevant authorities to ensure timely clearances and benefits for the affected migrant community.
