SRINAGAR: The Jammu and Kashmir Government has constituted an apex committee, headed by NIIT Chairman Rajinder Singh Panwar, to attract investment and promote the establishment of Global Capability Centres (GCCs) in the Union Territory.
The General Administration Department issued Government Order No. 1683-JK(GAD) of 2026 on October 28, outlining the committee’s mandate to position Jammu and Kashmir as a preferred destination for GCCs, generate employment, encourage technology adoption and support sustainable economic growth.
The committee comprises the administrative secretaries of the Information Technology and Labour and Employment departments, the directors of IIM Jammu and IIT Jammu, a representative of NASSCOM, and the Chief Executive Officer of the Centre for Innovation and Transformation in Governance (CITaG), who will serve as secretary. It may co-opt additional members as required.
Among its key responsibilities, the committee will identify prospective companies, GCC operators and technology firms and facilitate engagement with them to explore opportunities for setting up centres in Jammu and Kashmir.
It will also prepare and oversee a time-bound action plan, specifying priority interventions, expected outcomes, institutional responsibilities and measurable targets. The panel will assess policy, regulatory and infrastructure requirements and recommend measures to address gaps that could hinder the establishment and expansion of GCCs.
The government has identified artificial intelligence, data analytics, cyber security, software and product engineering, financial and business services, and research and development among the potential sectors for GCC development.
The committee will also coordinate with academic institutions, NASSCOM, the government and other stakeholders to align educational programmes and skill-development initiatives with industry needs. Its mandate includes promoting industry-led training and internships to build a workforce equipped for emerging technology and business requirements.
It will periodically review the implementation of its action plan and submit progress reports and recommendations to the government, highlighting achievements, obstacles requiring intervention and further measures needed to advance the initiative.
