SRINAGAR: The Jammu and Kashmir Government is yet to notify the headquarters or location of the proposed Jammu and Kashmir National Law University under the Jammu and Kashmir National Law University Act, 2018, the Legislative Assembly has been informed.
The Law, Justice and Parliamentary Affairs Department disclosed this in response to a starred question tabled by Leader of Opposition Sunil Sharma regarding the establishment of the National Law University and the proposed location of its headquarters.
The department said the Legislative Assembly of the erstwhile state of Jammu and Kashmir had passed the Jammu and Kashmir National Law University Act, 2018, which received the assent of the Governor on 28 September 2019.
Under Section 3 of the Act, the government may establish one or more universities under the legislation through notification in the official Gazette, specifying the place and date from which the university would be established.
The provision also states that the headquarters of the university shall be at a place specified by the government through a Gazette notification, while campuses may be established at other notified locations.
The government, however, said it had not yet issued the notification specifying the headquarters or place of the university.
The department also referred to a resolution unanimously adopted by the JK Legislative Assembly on 29 October 2025.
The resolution, moved by MLA Nazum-ud-Din Bhat, urged the government to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, stating that funds earmarked for its first phase had already been provided.
The government was also asked whether it intended to establish the university headquarters in Jammu, and, if so, what steps had been taken to identify or earmark suitable land and what amount of funds had been sanctioned or released for the purpose.
The department’s response to these questions was “as above”, referring to its statement that the headquarters or location had not yet been notified.
It gave the same response when asked about the timeline for notifying the headquarters, particularly in Jammu.
The government therefore did not specify a timeline for issuing the notification, nor did the reply provide details of any land identified or earmarked in Jammu or any funds sanctioned or released specifically for establishing the headquarters there.
