Jammu Kashmir Health Sector Expands To 22,454 Beds, 489 Ambulances: Economic Survey

   

SRINAGAR: Jammu and Kashmir has recorded significant improvements in the health sector, with expanded infrastructure, wider health insurance coverage and improved healthcare outcomes, according to the Economic Survey 2025–26.

The Survey states that the number of hospital beds in the Union Territory has increased to 22,454, improving access to treatment for patients. Emergency medical services have also strengthened, with 489 ambulances, including advanced life support vehicles, deployed to support timely response during medical emergencies.

Medical education has expanded with the establishment of new medical colleges and hospitals, alongside an increase in MBBS and Diplomate of National Board (DNB) seats, particularly in peripheral regions, the Survey notes.

Health insurance coverage has reached near-universal levels under the PMJAY–SEHAT scheme, which provides universal health insurance. More than 87 lakh golden cards have been issued, enabling beneficiaries to access free treatment in both government and private hospitals. The Survey notes that this has reduced out-of-pocket expenditure and improved access to healthcare for those who otherwise could not afford treatment.

Mental health services have also seen improvement through initiatives such as Tele Manas, a 24×7 counselling service. In addition, digital health platforms like Sanjeevani have enabled residents in far-flung areas to consult doctors online.

According to the Survey, key health indicators have improved, with declines recorded in infant and neonatal mortality rates, an increase in institutional deliveries, and improvements in life expectancy, reflecting better maternal and child healthcare.

With increased budgetary allocation and a growing focus on digital healthcare services, the Survey states that Jammu and Kashmir is progressing towards a stronger health infrastructure and more accessible healthcare services across the Union Territory.
