Jammu Kashmir LPG Consumers Rise to 35.64 Lakh, Ladakh Crosses One Lakh: Centre

   

SRINAGAR: The number of domestic LPG consumers in Jammu and Kashmir increased to 35,64,357 as of April 1, 2026, from 35,68,167 recorded on April 1, 2022, while Ladakh’s consumer base rose to 1,03,899 from 94,661 in April 2023, according to data presented by the Union Ministry of Petroleum and Natural Gas in the Lok Sabha.

Jammu and Kashmir’s LPG consumer base, after declining to 34,59,799 in April 2023, has increased steadily over the following three years, reaching 34,98,617 in 2024, 35,42,130 in 2025 and 35,64,357 in 2026. The latest figure, however, remains marginally below the April 2022 level by 3,810 consumers, or about 0.1 per cent.

Ladakh recorded an increase of 9,238 consumers, or nearly 9.8 per cent, between April 2023 and April 2026. The Union Government noted that Ladakh’s active domestic LPG connections were merged with Jammu and Kashmir’s figures in the April 1, 2022 data.

The figures were provided in response to Lok Sabha Unstarred Question No. 1901 on LPG subsidies. The Ministry said that, as of July 1, 2026, India had 33.13 crore domestic LPG consumers, including 10.58 crore connections under the Pradhan Mantri Ujjwala Yojana (PMUY).

The Centre said all domestic LPG consumers receive refills at regulated retail selling prices, with the price of a cylinder in Delhi currently at Rs 942. It said the prevailing refill price carries an implicit subsidy of more than Rs 500 per cylinder.

The Union Government said it paid Rs 22,000 crore in compensation to public sector oil marketing companies (OMCs) in 2022-23 and is paying Rs 30,000 crore during 2025-26 and 2026-27 to help keep domestic LPG affordable. Despite this support, accumulated under-recoveries of PSU OMCs on domestic LPG stood at more than ₹51,000 crore as of June 30, 2026, according to the Ministry.

The government’s total LPG subsidy expenditure, including Direct Benefit Transfer for LPG (DBTL), PMUY subsidy and compensation to PSU OMCs for domestic LPG under-recoveries, stood at Rs 1,811 crore in 2021-22, Rs 28,965 crore in 2022-23, Rs 11,444 crore in 2023-24, Rs 13,640 crore in 2024-25 and Rs 23,559 crore in 2025-26. The ministry clarified that the DBTL and PMUY figures for 2025-26 were available up to December 2025.

Nationally, the number of domestic LPG consumers has continued to expand, with the government reporting 33.13 crore consumers as of July 1, 2026. Jammu and Kashmir’s 35.64 lakh consumers represent around 1.1 per cent of the national consumer base, while Ladakh’s 1.04 lakh account for about 0.03 per cent.

The ministry’s data does not establish a nationwide decline in LPG beneficiaries over the period. Instead, the number of domestic LPG consumers has increased in several states and Union Territories, while Jammu and Kashmir’s consumer base has broadly remained stable after a dip in 2023. The government said regulated retail prices and subsidy support were among the measures being used to keep LPG affordable for poor and middle-class households.
