SRINAGAR: The Deputy Commissioner Kathua has suspended Naib Tehsildar Subash Chander over recurring deficiencies in work disposal, attendance, supervisory responsibilities and progress in the digitisation of revenue records under AGRISTACK.
The suspension, ordered with immediate effect on September 21, follows reports from the Tehsildar, Kathua, about persistent pendency and inadequate progress in assigned work.
According to the order, Chander had earlier been asked to explain his performance through notices issued on July 18 and July 30, particularly regarding poor progress in digitisation and other shortcomings. The order said no replies were furnished to those notices.
The Tehsildar also reported that Chander’s previous annual performance assessment was unsatisfactory and that deficiencies in his work had been noted during the preceding assessment period. Explanations had subsequently been sought from him from time to time, but the responses were found unsatisfactory, the order said.
The Deputy Commissioner further noted that 10 show-cause notices or explanations had been issued to Chander during 2025-26 over issues including attendance, non-disposal of work under the Public Services Guarantee Act (PSGA) and discharge of official duties.
The Deputy Commissioner’s office gave him another opportunity to respond through an order dated September 18, directing him to submit his explanation by September 19. His reply was submitted on the same date but was considered unsatisfactory, according to the suspension order.
The order said the material on record indicated recurring deficiencies in attendance, disposal of assigned work, compliance with official directions and progress on time-bound departmental assignments, warranting formal examination under the applicable service rules.
Chander has been placed under suspension under the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, pending further enquiry.
During the suspension period, he will remain attached to the office of the Additional Deputy Commissioner, Billawar.
The order was issued by Deputy Commissioner Kathua Rajesh Sharma, JKAS, on September 21, 2026.
