SRINAGAR: The Government of Jammu and Kashmir’s Public Works (R and B) Department on Thursday ordered the placement of several Junior and Assistant Engineers (Mechanical) as In-charge Assistant Engineers and Assistant Executive Engineers, in a series of administrative orders issued from the Civil Secretariat, Jammu/Srinagar.
According to Government Order No. 192-PW(R and B) of 2026, Junior Engineers (Mechanical) have been placed as In-charge Assistant Engineers in their own pay and grade. The order, issued under the provisions of the JK Engineering (Gazetted) Service Recruitment Rules, 1978, includes Shahid Mushtaq (RBA) as a degree holder and Jahangeer Ahmad Bhat and Mohd Shahnawaz Parray as diploma holders.
In a parallel order, Government Order No. 193-PW(R and B) of 2026, the department placed a larger group of Assistant Engineers and In-charge Assistant Engineers (Mechanical) as In-charge Assistant Executive Engineers (Mechanical), also in their own pay and grade. The officials include Khursheed Abdullah Itoo, Vibhu Matoo, Tarun Sharma, Zameer Ashraf, Owais Nazir, Vinod Kumar (SC), and Garu Ram (ALC).
The orders state that the arrangements are strictly interim and temporary in nature, and shall not confer any right for substantive promotion, regularisation or confirmation. Appointments will remain subject to recruitment rules, Departmental Promotion Committee (DPC) recommendations, JKPSC processes, and the outcome of any pending court proceedings.
The government further clarified that the placements are reversible without prior notice in case of adverse reports or if any superior claim from eligible engineers is established later.
It has also been ordered that the officers shall continue at their present places of posting until further directions. In addition, charge allowance has been sanctioned as per Finance Department rules.
