SRINAGAR: Jammu and Kashmir has recorded 3,707 first-time employee beneficiaries under the Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY), with 5,228 additional jobs created through beneficiary establishments under the employer incentive component, according to data tabled in the Lok Sabha on Monday.
The data shows that 212 establishments in JK have benefited under Part B of the scheme, receiving a total of Rs 5.23 crore in incentives. Under Part A, incentives amounting to Rs 1.78 crore have been disbursed to first-time employees in the Union Territory.
The figures were provided by the Ministry of Labour and Employment in response to a Lok Sabha question on the implementation of PM-VBRY and cover the period up to June 2026.
Across India, the scheme has so far resulted in Rs 744.58 crore being disbursed to 13.18 lakh first-time employees under Part A, while Rs 2,068.84 crore has been released to 67,369 beneficiary establishments under Part B.
The PM-VBRY was approved by the Union Cabinet on 1 July 2025 as an Employment Linked Incentive scheme aimed at promoting job creation, enhancing employability and strengthening social security, with particular emphasis on the manufacturing sector and MSMEs.
The scheme has a budgetary outlay of Rs 99,446 crore for the period from 2025-26 to 2031-32 and its registration window will remain open from 1 August 2025 to 31 July 2027.
Under Part A, first-time employees are eligible for an incentive equivalent to one month’s EPF wage, subject to a maximum of Rs 15,000, payable in two instalments during the first year of employment.
Under Part B, employers can receive up to Rs 3,000 per month for each additional employee whose employment is sustained for at least six months, for two years. Manufacturing establishments are eligible for extended benefits for another two years.
The Government has set a target of incentivising more than 3.5 crore jobs over two years, including incentives for 1.92 crore eligible first-time employees under Part A and approximately 2.59 crore additional jobs under Part B.
The Ministry said incentives to employees are transferred through the Aadhaar Bridge Payment System under Direct Benefit Transfer after Aadhaar and bank-account verification, while payments to establishments are made to PAN-linked bank accounts following verification.
A dedicated PM-VBRY portal has also been developed for scheme-related processes and real-time monitoring of beneficiaries and sector-wise progress. A steering committee comprising representatives of various ministries and departments, along with an internal executive committee, has been constituted to monitor implementation.
The Government said all establishments, including new and exempted establishments covered under the EPF and MP Act, 1952, are eligible subject to prescribed conditions, including regular filing of contribution returns.
The JK figures place the Union Territory significantly below the larger industrial States in terms of participation, with Maharashtra recording the highest number of first-time beneficiaries at 2,49,068, followed by Karnataka with 1,57,284 and Tamil Nadu with 1,52,698.
Ladakh, meanwhile, recorded 31 first-time beneficiaries, with five beneficiary establishments and 31 additional jobs under Part B.
