SRINAGAR: Jammu and Kashmir recorded three fatal injuries and 67 non-fatal injuries among workers in registered factories in 2023, according to data placed before the Lok Sabha, while Ladakh reported no fatal or non-fatal factory injuries during the year.
The figures were disclosed in the Union Ministry of Labour and Employment’s reply to Lok Sabha Unstarred Question No. 2309, answered on August 3, 2026. The data compiled by the Directorate General Occupational Safety and Health (DGOSH) covers registered factories and shows that JK’s three fatal cases in 2023 were below the national total of 1,127, while its 67 non-fatal injuries accounted for a small share of the country’s 2,981 cases.
JK’s recorded fatal injuries have remained comparatively low over the decade covered by the data, with one case each in 2016 and 2019, two each in 2015, 2020 and 2021, and three each in 2022 and 2023. No figure was reported for 2017, 2018 and 2024. Non-fatal injuries in the Union Territory rose from 20 in 2022 to 67 in 2023, before no figure was reported for 2024.
Ladakh, which has been listed separately in the data from 2019 onwards, reported no fatal injuries in 2019 and no cases from 2020 to 2024. Its non-fatal injury figures were recorded as NIL for 2019 and each year from 2020 to 2024.
At the national level, registered factories reported 1,131 fatal injuries in 2024, marginally higher than 1,127 in 2023. Non-fatal injuries increased from 2,981 in 2023 to 3,251 in 2024. The highest number of fatal injuries in 2024 was reported by Gujarat at 188, followed by Maharashtra at 157 and Tamil Nadu at 153. Chhattisgarh recorded 119.
The Ministry said major causes of industrial accidents include persons falling from height, fire, explosion, machinery moved by mechanical power, electrocution and workers being struck by falling bodies.
The reply, given by Minister of State for Labour and Employment Sushri Shobha Karandlaje, also stated that JK recorded 41 prosecutions pending from the previous year and 13 launched during 2022, while no figures were reported for cases decided, imprisonment or total fine imposed. In 2023, JK had 54 prosecutions pending from the previous year, three launched during the year, three decided and three cases involving imprisonment, with a total fine of Rs 2,500. No prosecution data was reported for JK for 2024. Ladakh reported NIL figures across all these categories in 2022, 2023 and 2024.
The Central Government said the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020, came into force on November 21, 2025, replacing the earlier framework under which the data was collected, and the OSH and WC (Central) Rules 2026 were notified on May 8, 2026. The Code contains provisions covering occupational safety, health, welfare, hazardous processes, penalties and procedures.
The Government further said occupiers and managers of factories registered under the OSH&WC Code are required to comply with its provisions and the rules, while Chief Inspector-cum-Facilitators or Inspector-cum-Facilitators are empowered to initiate legal action in cases of violations.
