SRINAGAR: The Jammu and Kashmir Government’s Department of Skill Development has ordered a major reshuffle of officers and staff across Government Polytechnics, Industrial Training Institutes (ITIs) and the Directorate of Skill Development, with several officials transferred and assigned additional charges with immediate effect.
The orders were issued by Secretary to the Government, Department of Skill Development, Kumar Rajeev Ranjan, IAS, on September 9 through three separate Government Orders—Nos. 48, 49 and 50-JK(DSD) of 2026.
Under Government Order No. 50-JK(DSD) of 2026, Masood Abdul Hadi Qadri, Head of Department (Electrical Engineering), Government Polytechnic Kulgam, has been transferred to Government Polytechnic Anantnag, where he will look after the charge of Principal.
Rani Devi, HoD (Computer Engineering), Government Polytechnic Jammu, has been transferred to Government Polytechnic Doda and assigned the charge of Principal, relieving the Superintendent ITI Doda of the additional charge.
Sanjay Kumar, HoD (Electrical Engineering), Government Polytechnic Jammu, has been transferred to Government Polytechnic Kishtwar and will look after the charge of Principal. The order relieves the Principal of Government Polytechnic Ramban from the additional charge.
Similarly, Assadullah Ganaie, HoD (Electrical Engineering), Government Polytechnic Baramulla, has been transferred to Government Polytechnic Bandipora and assigned the charge of Principal.
Manjeet Singh, HoD (Electrical Engineering), Government Polytechnic Jammu, has been transferred to Government Polytechnic Poonch and will look after the charge of Principal, relieving the Superintendent ITI from the additional charge.
The government has specified that these arrangements are purely temporary and on a “look after” basis. They will not confer any preferential right on the officers concerned to claim promotion, regularisation or confirmation. Such appointments will be made in accordance with the applicable Recruitment Rules and Government Order No. 33-JK(DSD) of 2026 dated May 26, 2026.
The temporary arrangements will cease once the posts are filled through the prescribed recruitment process under the relevant Recruitment Rules. The order also states that the arrangements will be subject to the outcome of any petitions pending before competent courts.
Changes in Polytechnic Faculty
Through Government Order No. 49-JK(DSD) of 2026, the department has also ordered transfers and postings involving principals, heads of departments and lecturers in Government Polytechnics.
Sajad Ahmad Khan, Principal, has been posted from awaiting orders of adjustment to Government Polytechnic Baramulla, where he will relieve the Principal of Government Polytechnic Kupwara from the additional charge.
Javid Iqbal Bhat, I/c Principal, Government Polytechnic Budgam, has also been transferred and posted to a new place of posting as specified in the order.
Asrar Ahmad Najar, HoD (Civil), has been posted from awaiting orders of adjustment to Government Polytechnic Anantnag.
Abdul Hamid Dar, Lecturer-I (Mechanical Engineering), has been transferred from Government Polytechnic Kupwara to Government Polytechnic Shopian.
Mohammad Asif Naikoo, Lecturer-I (Civil Engineering), has been posted to Government Polytechnic Baramulla from awaiting orders of adjustment.
Shahnawaz Jami, Lecturer-I (Civil Engineering), has been posted to Government Polytechnic Ramban, while Yasir Akbar, Lecturer-I (Civil Engineering), has been posted to Government Polytechnic Doda.
Zubair Ahmad Shah, Lecturer-I (Civil Engineering), belonging to the RBA category, has been posted to Government Polytechnic Kishtwar.
Sanjay Vikas, Lecturer-I (Civil Engineering), belonging to the SC category, has also been included in the reshuffle, while Faisal Jamsheed, Lecturer-I (Electrical Engineering), has been posted to Government Polytechnic Kishtwar.
Zahid Afzal Thoker, Lecturer-I (Electrical Engineering), has been posted to Government Polytechnic Poonch, while Mohd Hilal Choudhary, Lecturer-I (Electrical Engineering), belonging to the ST category, has been posted to Government Polytechnic Reasi.
Directorate and ITI Reshuffle
Government Order No. 48-JK(DSD) of 2026 provides for a wider reshuffle involving senior officials of the Directorate of Skill Development and ITIs across Jammu and Kashmir.
Mohammad Ashraf Wani, I/c Joint Director, has been posted as I/c Joint Director, Kashmir, against an available vacancy. He will also hold additional charge of ITI Srinagar and Women ITI Bemina.
Rajendra Kumar, I/c Joint Director, has been transferred and posted as I/c Joint Director, Jammu, against an available vacancy and will additionally hold charge of ITI Jammu.
Abdul Rashid Sheikh, I/c Deputy Director/Principal Senior Scale, has been transferred and posted as Deputy Director, J&K Board of Technical Education (JKBOTE), replacing Rajendra Kumar.
Mandeep Dogra, I/c Deputy Director/Principal Senior Scale, has been posted as Deputy Director (Training) in the Directorate of Skill Development against an available vacancy, while Tawheeda Habib, I/c Deputy Director/Principal Senior Scale, has been posted as Deputy Director (SIC) in the Directorate.
Javid Ahmad Ganaie, I/c Deputy Director/Principal Senior Scale, has been transferred and posted as Principal Senior Scale, ITI Tangdhar, with additional charge of ITI Lalpora.
Vivek Sagar, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as Principal Junior Scale, ITI Kishtwar, with additional charge of ITI Paddar. The order relieves the Principal of Government Polytechnic Ramban from the additional charge.
Rajesh Gupta, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as Principal Junior Scale, ITI Samba, with additional charge of Women ITI Jammu.
Naresh Singh, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as I/c Principal Junior Scale, ITI Rajouri, relieving the Superintendent ITI Kalakote from the additional charge of ITI Rajouri.
Ajaz Majid Kakroo, I/c Assistant Director/AAA/Principal Junior Scale, has been posted as I/c Principal Junior Scale, ITI Baramulla, with additional charge of ITI Uri. He will also hold charge of ITI Pattan.
Ghulam Nabi Shah, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as I/c Principal Junior Scale, ITI Ganderbal, with additional charge of ITI Kangan.
Amanpreet Singh, on his placement as I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as Principal Junior Scale, ITI Kathua, with additional charge of ITI Bhaddu-Billawar.
Showkat Anwar Rather, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as I/c Principal Junior Scale, ITI Pulwama, with additional charge of ITI Tral.
Ajay Kumar, I/c Assistant Director/AAA/Principal Junior Scale, has been transferred and posted as I/c Principal Junior Scale, ITI Bhaderwah, and will additionally hold charge of ITI Doda and ITI Bhalessa. The Principal of Government Polytechnic Ramban has been relieved of the additional charge.
Mubashir Hafiz Jan, Superintendent, Women ITI Bemina, has been transferred and posted as Superintendent ITI Pampore, relieving the Superintendent ITI Hajin of the additional charge of ITI Pampore.
Imran Wajahat, I/c Principal Junior Scale, Budgam, will hold additional charge of ITI Chrar-i-Sharief, relieving the I/c Principal Junior Scale, Anantnag, of the additional responsibility.
Aijaz Ahmad Wani, Superintendent ITI Hajin with additional charge of ITI Pampore, has been transferred and posted as Superintendent ITI Kupwara, with additional charge of ITI Handwara.
Muddasir Shams, Superintendent in the Directorate of Skill Development, has been transferred and posted as Superintendent ITI Bandipora, with additional charge of ITI Hajin.
The orders have been circulated to the Director Skill Development, Mission Director Skill Development Mission J&K, Secretary J&K Board of Technical Education, concerned principals and officers, and other concerned authorities.
Overall, the three orders redistribute administrative and institutional responsibilities across Government Polytechnics, ITIs and the Skill Development Directorate, with several officers being given temporary or additional charges to manage vacant or reassigned posts.
