SRINAGAR: The Jammu and Kashmir Youth Services and Sports Department sanctioned 1,173 infrastructure works worth Rs 338.16 crore during 2025-26 and 2026-27, but only 428 works had been completed by the time of the latest official assessment, according to a reply tabled in the Legislative Assembly.
The department sanctioned 587 works with an approved allocation of Rs 155.41 crore in 2025-26, of which 338 were taken up and 272 completed. Of these, 273 works were categorised as development or upgradation of playfields and playgrounds, creation of sports infrastructure and related works.
Against the 2025-26 allocation, Rs 91 crore had been utilised, comprising Rs 65.56 crore for ongoing works and Rs 25.44 crore for new works.
For 2026-27, the department sanctioned another 586 works with an approved allocation of Rs 182.75 crore. Of these, 362 ongoing and 224 new works were taken up, while only 90 works had been completed.
Expenditure during 2026-27 stood at Rs 24.38 crore, including Rs 23.23 crore under ongoing works and Rs 1.15 crore under new works.
Of the 90 completed works during 2026-27, 80 related to development or upgradation of playfields/playgrounds and creation of sports infrastructure. None of the 224 new works categorised separately under the new works component had been completed.
The figures were provided in response to a starred question by MLA Tral Rafiq Ahmad Naik seeking year-wise details of stadiums and major sports complexes sanctioned for construction, upgradation, renovation or expansion across J&K.
Two projects under way in Tral
In Tral constituency, the department has listed two works, including one completed project.
The development of a playfield at Bajwani, Tral, Pulwama, was sanctioned in 2023-24 at an estimated cost of Rs 70 lakh. The work, comprising two dugouts, two practice pitches, two grounds and a synthetic volleyball court, was allotted for Rs 50.70 lakh.
The department said Rs 49.30 lakh had been utilised against the work and that it had been physically completed.
The second project, development of the playfield at Koil Shikargah, was sanctioned in 2025-26 at an estimated cost of Rs 100 lakh and allotted for Rs 63.56 lakh. Against the allotted cost, Rs 36.08 lakh had been utilised and the work was 50 per cent physically complete.
The department has released Rs 40.28 lakh for the Koil Shikargah project, of which Rs 36.08 lakh has been utilised.
Three more Tral works under consideration
The department said it received a letter from the Tral MLA on February 23, 2026, seeking strengthening of sports infrastructure in the constituency.
The matter is under consideration, with three works proposed in the letter to be taken up under appropriate schemes, subject to availability of funds and the feasibility of the proposals.
More broadly, the department has received 183 demands for sports infrastructure from various constituencies and districts—158 from the J&K Sports Council and 25 from the Directorate of Youth Services and Sports.
Of these, 107 demands have been taken up for execution, while the remaining proposals will be considered in phases, subject to availability of free and encumbrance-free land, funds and feasibility.
The department also said further sports infrastructure in rural and underserved areas, including Tral, would be considered during the current financial year subject to suitable land, funding, technical feasibility, approval under the relevant scheme and sanction by the competent authority.
