SRINAGAR: The Jammu and Kashmir government has constituted a five-member committee to examine and prepare a comprehensive proposal on the assured career progression (ACP) of Panchayat Accounts Assistants (PAAs), addressing a long-pending demand of nearly 1,700 employees awaiting a structured promotion framework.
According to Government Order No. 109-JK (RD&PR) of 2026 issued by the Rural Development and Panchayati Raj (RD&PR) Department, the committee has been tasked with examining all aspects related to the career progression of PAAs and submitting its recommendations to the Administrative Department within a stipulated timeframe.
The committee will be headed by the Director, Rural Development, Kashmir, and includes the Director Finance, RDD≺ Additional Secretary (Works), RDD≺ Deputy Legal Remembrancer (P), RDD≺ and Under Secretary (R), RDD&PR, who will serve as the Member Secretary.
The move is expected to provide relief to around 1,700 Panchayat Accounts Assistants recruited through the Jammu and Kashmir Services Selection Board (JKSSB), many of whom have been awaiting service rules, promotional avenues and a formal career progression mechanism since their appointment.
Secretary, Rural Development and Panchayati Raj Department, Mohammad Aijaz Asad, said the committee had been constituted to undertake a comprehensive examination of the issue and submit recommendations in a time-bound manner so that the proposal could be placed before the government for an appropriate decision.
He said the initiative reflected the department’s commitment to addressing the genuine service concerns of Panchayat Accounts Assistants through a structured, transparent and consultative process.
Asad also highlighted the role of PAAs in managing financial operations at Block Development Offices and facilitating the implementation of key rural development programmes, including Viksit Bharat Gram G, the Swachh Bharat Mission (Grameen), Pradhan Mantri Awas Yojana-Gramin (PMAY-G) and other centrally sponsored schemes.
He expressed confidence that the committee would examine all aspects of the issue and submit a well-reasoned proposal within the prescribed timeframe, enabling the government to take an informed decision on the cadre’s career progression.
