The meeting focused on institutional collaboration, with both sides reviewing the functioning of their respective petitions committees. Discussions centred on improving mechanisms for addressing public grievances, strengthening administrative accountability and ensuring more effective legislative oversight through committee systems.

Delegations from Karnataka and Jammu and Kashmir examined operational procedures, including the scrutiny of public petitions, policy review frameworks, and the implementation of committee recommendations. Emphasis was placed on non-partisan functioning, adherence to scheduled sittings and efficient disposal of agenda items.

The two sides also discussed broader governance issues, including monitoring of development projects and mechanisms for field-level inspections. The role of oversight institutions such as the Comptroller and Auditor General (CAG) in supporting legislative scrutiny was also acknowledged during the deliberations.

Speaker Abdul Rahim Rather said such exchanges between legislatures help improve institutional capacity and provide useful insights into addressing regional development challenges. He underlined that robust committee systems remain central to transparent governance and effective public service delivery.

Both delegations agreed on the need to establish a formal liaison mechanism to enable regular exchange of legislative practices and policy-related learning between Jammu and Kashmir and Karnataka.

The Karnataka delegation appreciated the engagement and described it as an opportunity to understand diverse legislative practices, noting that experiences from different assemblies can strengthen democratic processes across the country.
