After Principal and Session Judge Kishtwar Pawan Dev Kotwal rejected the review petition moved by former MoS Home and MLA Kishtwar Sajjad Ahmed Kichloo challenging order passed by the Chief Judicial Magistrate Ajay Gupta in Kishtwar slapgate, Kishtwar police registered an FIR No: 161 U/S 323,341, 189, 504, 506 RPC against the former Minister at police station Kishtwar for allegedly slapping Ex- CEO Kishtwar Development Authority Raiz Ahmed Chowdhary at Tourist Reception Center Kishtwar on April 10, 2013r.
Earlier afer police denied the registration of an FIR against Kichloo, Chowdhary moved an application before CJM Kishtwar under section 156 (3) Cr.Pc seeking court direction to police for registration of an FIR against Kichloo. After hearing Advocate Sheikh Zulkar Nain appeared on behalf of the victim, CJM Kishtwar on June 3, 2013 direct police to registered an FIR against former Minister with the direction to DIG Doda-Kishtwar range and SSP Kishtwar to personally monitored the investigation, but former minister choose to appeal in higher court against the order passed by the CJM Kishtwar.
Accordingly the Principal District and Session Judge Kishtwar after hearing public prosecutor and council appearing on behalf of the victim rejected the appeal of former minister and upheld the order passed by the CJM Kishtwar.
When contacted Advocate Zulkar Nain confirm that police has registered an FIR against the former minister. He said that at last the law takes its own course and added that finally the police registered an FIR against the former minister. He termed the registration of an FIR against former minister as a victory of law. He said his client is hopeful of justice and added that in case they find any loophole in police investigation, the option of moving to court is wide open for them
