At a time when the fate of several top police officers is considered for promotion to the next rank in the meeting of the Screening Committee in Jammu, a silent simmer is brewing in police rank and file—especially Kashmir Police Services camp, over an undue benefit to one blue-eyed officer Mohan Lal Kaith who has been nominated for the SP rank.

In a formal communiqué to government, the disgruntled officers have revealed that the Kaith appointed as SI in Armed Police in1991 became inspector in 1998 before posted in SOG Srinagar in 2000. In 2000, the said officer was recommended for out of turn promotion but his case never went PHQ for clearance by the committee headed by DGP, the communiqué said.

On November 30, 2001, the communiqué said, the officer was again recommended for “out of turn” by SP (OPs) and his recommendation was scrutinised by SSP Srinagar who though forwarded his case but made explicit that “there was mere participation of subject and not gallant act”.

“His case went ZPHQ only and never forwarded to PHQ by IGP Kashmir. In 2005, subject went to court and got directions from single bench to consider the matter,” the communiqué said. “Govt considered his case and gave benefit as DSP w.e f.23.9.2003 when he became eligible.”

The KPS batch officers while rueing the promotion move said the officer needs 5 years to be DSP from inspector. But Kaith has enjoyed his status till date as a senior, while his batch-mates continue to await promotion. “And now again, he has pushed his case for availing benefit of his dead recommendation w.e.f 2000 in which no court directions are there”.

Granting double out of turn based upon mere participation is uncalled for, and amounts to give undue benefit as well as opening gates of litigation, the officers said. “The case of Kaith being considered is clear discrimination with all officers—especially for KPS officers.”

The KPS officers said that despite sending many representations to government, their case is not being pursued seriously.

Meanwhile, the informed sources told Kashmir Life that Kaith’s proposed promotion wasn’t cleared by by the Screening Committee.
