The changes were notified through Order No. 520-LA (GAD) of 2026, issued by the General Administration Department on October 26.

The amendment modifies Order No. 369-LA (GAD) of 2024, dated August 13, which constituted the Civil Services Board in the Union Territory of Ladakh. All other terms and conditions of the original order will remain unchanged.

The Civil Services Board was established to make recommendations on transfers, postings and related service matters involving officers of the All India Services, Jammu and Kashmir Administrative Service, Jammu and Kashmir Police Service, Jammu and Kashmir State Forest Service, officers deputed from Jammu and Kashmir, and heads of departments from non-administrative services.

Under the amended composition, the Chief Secretary will replace the Advisor to the Lieutenant Governor at serial number one, while Commissioner/Secretary will replace Principal Secretary at serial number two.

The board also includes officials from the Home and Forest, Ecology and Environment departments, along with the Administrative Secretary of the General Administration Department as its Member Secretary. The composition provides for different departmental representatives in cases concerning police and forest services.

The board recommends decisions on postings, allocation of subjects and transfers to the competent authority. It is required to consider prescribed minimum tenures and assess the grounds for transfers before the completion of an officer’s tenure, with reasons recorded in writing where such transfers are recommended.

The Lieutenant Governor of Ladakh is the competent authority and may overrule the board’s recommendations by recording reasons in writing.

The original order was issued in pursuance of the Supreme Court’s October 31, 2013, judgement in the case of T.S.R. Subramanian and Others versus Union of India and Others, which directed the establishment of Civil Services Boards at the Centre, in states and in Union Territories to deal with transfers, postings and service-related matters of civil service officers.
