SRINAGAR: The Administration of the Union Territory of Ladakh on Monday ordered a major administrative reshuffle in the Public Works (R and B) Department and the Public Health Engineering/Irrigation and Flood Control (PHE/I and FC) Department, transferring, posting and assigning additional charge to dozens of engineers with immediate effect to strengthen administrative efficiency and support the recently reorganised engineering divisions.
The twin orders, issued from the UT Secretariat in Leh, are aimed at streamlining administrative operations, decentralising engineering functions and aligning the departments with the newly created districts and divisions.
According to Order No. 49-LA-PW(R and B) of 2026, issued under file F. No. A/20/2020-PWD (R and B)-Part (1) 1880-93, Administrative Secretary Baseer Ul Haq Choudhary, IAS, ordered the transfer, posting and adjustment of 18 engineers in the Public Works Department.
Under the order, Syed Mehdi has been transferred from Executive Engineer (XEN), Kargil Development Authority (KDA), and posted as XEN, PW(R and B) Division Zanskar, while also holding the additional charge of XEN, Zanskar Development Authority.
Sadiq Ali will continue as XEN, Rural Engineering Wing (REW), Leh, Muroop Dorjee as XEN, PMGSY Division Kargil, and Fiza Banoo as XEN, REW Kargil.
Several Assistant Executive Engineers (AEEs) have been assigned Current Duty Charge (CDC) of Executive Engineer posts. Ghulam Abass will continue as AEE, R and B Khaltsi with additional charge of XEN, R and B Division Sham. Lobzang Yontan has been shifted from AEE, SSD Nubra to AEE, R and B Nubra and assigned additional charge of XEN, R and B Division Nubra.
Mansoor Mohd Nissar has been posted as AEE, R and B Kargil with additional charge of XEN, R and B Division Kargil, while Thinlas Zangpo will continue as AEE, Construction Division Leh and also hold the additional charge of XEN, Construction Division Leh and XEN, SIDCO.
Similarly, Shamim Ahmad has been posted as AEE, R and B Sankoo with additional charge of XEN, R and B Division Sankoo, Mohd Ali Khan as AEE, R and B Leh with additional charge of XEN, R and B Division Leh, and Mohd Toha as AEE, R and B Changthang with additional charge of XEN, R and B Division Changthang.
The order further posts Vilayat Ali Khan as XEN, PMGSY Division Zanskar with additional charge of XEN, REW Zanskar on CDC basis. Mohd Yousuf has been assigned the charge of XEN, R and B Division Drass, while Sajjad Hussain Tak has been posted as XEN, PMGSY Division Leh, both on CDC.
Zakir Hussain has been assigned the charge of XEN, PMGSY Division Drass in addition to his duties as AEE, R and B Sub-Division Drass, besides holding the additional charge of XEN, REW Drass
Kacho Shujat Ali Khan has been posted as XEN, PMGSY Division Sham with additional charge of XEN, REW Sham, Sajjad Hussain as XEN, PMGSY Division Changthang with additional charge of XEN, REW Changthang, and Iftikhar Hussain as XEN, PMGSY Division Nubra with additional charge of XEN, REW Nubra.
The order, signed by Dorjay Gailson, JKAS, Under Secretary, clarifies that the CDC assignments are temporary and will not confer any claim for substantive promotion.
In a parallel move, the PHE/IFC Department issued Order No. 80-LA(PHE/IFC) of 2026 under File No. A-22011/7/2026-OFFICE OF ADD SECY (PHE InFC) (C.No. 45280), signed by Shurbir Singh, IAS, Commissioner/Secretary, and Dr Mohammad Usman Khan, JKAS, Additional Secretary.
The order follows the recent reorganisation of departmental divisions under Order No. 78-LA(PHE/IFC).
Under the order, Murtaza Hyder Ali Khan will continue as XEN, IFC Division Leh, overseeing the district’s IFC sector, including the Igoo-Phey and Stakna canals. Kouser Jabeen will remain XEN, PHE Division Kargil, supervising the district’s PHE sector and STP/DSTP works.
Kacho Mumtaz Ali Khan will continue as XEN, PHE Division Leh, Furman Ali as XEN, Hydraulic Division Zanskar, and Ghulam Hussain as XEN, IFC Division Kargil.
Phurbu Sandup has been transferred as XEN, Hydraulic Division Sham with additional charge of XEN, PDC, CD-I Leh (Headquarters Khaltsi), while Mohammad Sadiq has been posted as XEN, Hydraulic Division Nubra with additional charge of XEN, PDC, CD-II Leh.
Four officers have also been assigned Current Duty Charge. Anwar Hussain has been posted as XEN, Hydraulic Division Changthang, Iqbal Hussain Akhoon as XEN, PDC, CD-II Kargil, besides looking after the duties of Technical Officer to the Chief Engineer.
Mohammad Abdullah has been assigned the charge of XEN, Hydraulic Division Drass with additional charge of XEN, PDC, CD-I Kargil, while Issa Ali has been posted as Chief Project Engineer (CPE), PDC, relieving the Superintending Engineer, PHE/IFC Circle Kargil of the additional charge.
The administration said the arrangements are temporary, subject to the outcome of pending legal proceedings, and have been made to ensure smooth functioning of the newly reorganised engineering divisions.
