The decision was announced under the directions of Vinai Kumar Saxena, who described it as a major step for the tourism sector in Ladakh. Officials said the new classification would place registered hotels and guest houses at par with other industries in the Union Territory.
Under the policy, eligible hospitality units will receive electricity and water tariffs at industrial rates, which are lower than existing commercial tariffs. The establishments will also become eligible for concessional bank loans under Central and state industrial policies, along with exemption from property tax.
Officials said the measure is intended to reduce operational costs for hotels and guest houses, strengthen investor confidence and encourage expansion of tourism infrastructure across Ladakh.
According to the administration, the decision is aligned with Prime Minister Narendra Modi’s policy push to promote domestic tourism through incentives and institutional support.
Authorities said the move addresses a long-pending demand of stakeholders in the hospitality industry and is expected to support the structured growth of accommodation facilities and tourism-related infrastructure in the region.
The administration added that the policy is aimed at improving facilities for tourists while creating a more enabling environment for investment and expansion in Ladakh’s hospitality sector.
