Around 4,000 candidates were appointed through a transparent, merit-based selection process conducted by the Jammu and Kashmir Services Selection Board.

Addressing the new recruits, the Lieutenant Governor congratulated them and urged them to serve with integrity, impartiality and dedication to public service. He said joining the police force was not merely a career move but the acceptance of a long-standing legacy of service and sacrifice.

He also paid tribute to the personnel of the Jammu and Kashmir Police, stating that peace and development in the Union Territory had been made possible due to their commitment and sacrifices. He described the force as a key institution in maintaining law and order and carrying out counter-terror operations.

Highlighting emerging security challenges, Sinha said the nature of threats had evolved significantly, extending beyond traditional forms of conflict. He noted that cybercrime, narco-terrorism, digital fraud and information warfare were increasingly shaping the security landscape.

The Lieutenant Governor called for greater use of artificial intelligence and strengthened digital infrastructure within policing systems, and asked the force to prepare a roadmap to address future security challenges.

He reiterated that eliminating terrorism and ensuring public safety remained the administration’s top priority.

Chief Secretary Atal Dulloo, Director General of Police Nalin Prabhat, Principal Secretary (Home) Chandraker Bharti, Special DG Coordination PHQ SJM Gillani, Commandant General Home Guards Abdul Ghani Mir, ADGP Headquarters MK Sinha, senior civil and police officers, and families of the recruits attended the ceremony.
