A Kashmiri civilian who was tied to an army jeep and used as human shield has filed a complaint against the “erring” army major.
Farooq Ahmed Dar, a resident of Chill village, has filed a complaint in the state Human Rights Commission against the latter’s recommendation for a Commendation Card by the Indian Army, reports said on Thursday.
Major Gogoi was awarded by Chief of Army Staff’s (COAS) Commendation Card for his “sustained distinguished service” in counter-insurgency operations in Jammu and Kashmir.
