MoE Flags Low Fund Utilisation by Jammu and Kashmir School Education Dept

   

SRINAGAR: The Ministry of Education (MoE) has reported that Jammu and Kashmir utilised only 69.90 per cent of the total funds allocated to the School Education Department over the past five years.

An official document states that an analysis of budget and expenditure during this period shows the UT utilised just 55.38 per cent of the approved outlay in the financial year 2024-25.

The MoE has requested the concerned authorities of Jammu and Kashmir to prioritise the release of the 3rd and 4th instalments by ensuring timely expenditure of the available funds.

“The UT has not submitted the Annual Report and Audit Report for the financial year 2023-24. The UT was instructed to submit the pending reports to the Department at the earliest and to ensure that such delays do not occur in the future,” the MoE said.

It also noted that out of the total budget proposed by the UT for the financial year 2025-26, at least 68 percent of the proposal is allocated to activities at the elementary level, 31 percent for the secondary level, and only 1 percent for teacher education.

“The UT has a balanced distribution of proposals for elementary and secondary heads. However, there is a disparity in allocation for the teacher education head,” the MoE said.

The ministry further said that the chairperson has suggested efforts be made to carry out more activities for Secondary Education and Teacher Education. “The chairperson further suggested that an ideal ratio of 65:25:10 be targeted for expenditure in Elementary Education, Secondary Education, and Teacher Education,” it added.
