The new website, developed entirely in-house, features the Policy Planning and Development Portal, Staff Services Portal, and SIGMA – the Student Integrated Grievance and Messaging Application. The initiative was formally unveiled by Additional Chief Secretary (ACS), Higher Education, Shantmanu, during an event attended by college principals and faculty members.

According to officials, the new platforms are designed to enhance transparency, streamline communication and create a responsive digital interface for colleges and students.

SIGMA, a web-based student grievance redressal and communication tool, allows students to register complaints and access updates on academic initiatives. Accessible at https://directorcollegesjk.in/sigmalogin.aspx, the portal is expected to improve engagement and ensure timely redressal of student concerns. Director Colleges, Dr Sheikh Ajaz Bashir, said the platform will serve as a structured channel for addressing student issues, as desired by the ACS.

The Policy Planning and Development Portal provides principals with dashboard-based access to submit institutional data, generate insights and assist in decision-making. It enables a paperless and non-repetitive exchange of information between colleges and the Directorate.

The Staff Services Portal will facilitate digital application and tracking for services such as Passport NOC, Foreign Visit NOC, and PhD permissions. Officials said the portal will reduce paperwork and allow staff to access services from any location.

The department plans to expand the platform further by launching a single-window application portal for hiring Academic Arrangement Faculty and integrating more staff services related to placement and probation clearances.

Officials said these initiatives reflect the department’s commitment to strengthening infrastructure through technology and fostering greater coordination within the higher education system.
