SRINAGAR: The National Investigation Agency (NIA) on Friday filed a 535-page chargesheet before a special court in Jammu against an arrested man and three deceased Pakistani militants in connection with a February 2026 terror attack in Kishtwar district of Jammu and Kashmir.
According to an NIA statement, the chargesheet names Maneer Ahmed, son of Mohammad Yousuf Koli and a resident of Naidgam Chatroo in the Inderwal area of Kishtwar, along with three slain militants, including Saifullah, also known as Saifullah Kashmiri, Atiq Nazir and Atiq Ur Rehman.
The case relates to a terror attack on February 22, 2026, at Wani Mohalla in Passer Kote, Chatroo, Kishtwar. It is registered as RC-03/2026/NIA/JMU.
The agency said its investigation had uncovered details of the alleged conspiracy, the roles of the accused and supporting evidence. It alleged that Ahmed provided shelter and concealed militants involved in attacks on security personnel and civilians in the mountainous district.
The chargesheet invokes relevant provisions of the Unlawful Activities (Prevention) Act, 1967, against Ahmed for allegedly harbouring the militants. The NIA has also invoked penal provisions relating to waging war against India and conspiracy against the accused militants, alleging that the plot was orchestrated from across the border.
According to the agency, the attack involved three militants led by Saifullah, a Pakistani national described by the NIA as a commander of the proscribed Jaish-e-Mohammad (JeM). The group was affiliated with Kashmir Tigers, also referred to as the Azrael Group, which the agency said operates under JeM.
The NIA said all three militants were killed in retaliatory firing by security forces. The group had been active in the upper reaches of Kishtwar and was allegedly involved in several attacks that resulted in the deaths of security personnel and local residents.
Ahmed was allegedly involved in providing support to the group, the agency said.
The NIA added that its investigation, which lasted nearly five months, had traced the alleged conspiracy to Pakistan.
Further investigation into the case is continuing.
