SRINAGAR: The Centre has said that it has received no proposal from the Union Territory of Jammu and Kashmir under the Modified Special Incentive Package Scheme (M-SIPS), Electronics Development Fund (EDF) or the Electronics Manufacturing Clusters (EMC) 1.0 and EMC 2.0 schemes.
The Ministry of Electronics and Information Technology (MeitY) stated this in a written reply to Rajya Sabha Unstarred Question No. 715, raised by Shri Sat Paul Sharma, on Friday.
The response came in the context of questions on financial incentives for hardware manufacturing units in JK, funding support for local startups and venture funds, and progress in establishing Greenfield Electronics Manufacturing Clusters or Modified EMC 2.0 projects in the Union Territory.
According to the ministry, M-SIPS is a pan-India scheme that was open to applications from units anywhere in the country, including Jammu and Kashmir. However, no proposal from JK has been received under the scheme.
At the national level, 300 applications have been approved across 14 States and one Union Territory, with incentives totalling Rs. 3,197.78 crore disbursed so far. The scheme provides financial incentives aimed at offsetting disability and high capital costs in electronics manufacturing and covers 44 categories or verticals of electronic products and components across the manufacturing value chain.
The Centre also said no proposal had been received from JK under the Electronics Development Fund, which was established as a Fund of Funds to provide risk capital to companies developing emerging technologies in Electronics, Nano-electronics and Information Technology.
As on June 30, 2026, the EDF had invested Rs. 257.77 crore in eight Daughter Funds. These funds, in turn, had invested Rs. 1,335.77 crore in 128 companies and startups, the ministry said.
The reply further stated that no proposal had been received from JK for Electronic Manufacturing Clusters under the EMC 1.0 or EMC 2.0 schemes.
The EMC scheme, notified in October 2012, provides plug-and-play infrastructure, including ready land, utilities and common facilities, to attract investment in the Electronics System Design and Manufacturing sector. The Modified EMC 2.0 scheme was launched on April 1, 2020, to attract major manufacturers and their supply chains.
Nationally, 31 EMC projects have been approved across 18 States, comprising 19 projects under EMC 1.0 and 12 under EMC 2.0. Five Common Facility Centres have also been approved, including three under EMC 1.0 and two under EMC 2.0.
