SRINAGAR: Jammu and Kashmir has no pending school, college or hospital infrastructure project under the Pradhan Mantri Jan Vikas Karyakram (PMJVK), the Union Government informed the Lok Sabha on Wednesday.
Replying to an unstarred question, Union Minority Affairs Minister Kiren Rijiju said that while 154 PMJVK education and health infrastructure projects remain under construction across several States and Union Territories, none is pending in Jammu and Kashmir.
The ministry said PMJVK projects are implemented by State Governments and Union Territory Administrations, with delays in some parts of the country caused by land-related issues, delays in tendering, adverse weather, changes in project sites and delayed release of the State share.
According to the statement laid before Parliament, the highest number of incomplete projects is in Arunachal Pradesh (41), followed by Karnataka (29), Sikkim (21), Rajasthan (18) and Bihar (8). Uttar Pradesh has four pending projects, while no project is pending in Jaunpur district.
The ministry also informed Parliament that it does not maintain data on completed PMJVK schools, colleges, hostels or hospitals that remain non-functional due to shortage of staff, lack of equipment or delays in transfer to State Governments, as operation and maintenance of such infrastructure is the responsibility of the respective States and Union Territories.
On funding, the Centre said Rs 0.24 crore was released to Jammu and Kashmir under PMJVK during 2025-26, with no pending utilisation certificate reported from the Union Territory.
The ministry said PMJVK is now monitored digitally through the PMJVK Portal, the PMJVK-NIGRANI mobile application and, since 1 July 2025, the SNA-SPARSH platform, which enables just-in-time fund releases, real-time tracking of expenditure, utilisation certificates, geo-tagged photographs and project progress.
The government added that projects facing delays or low fund utilisation are reviewed regularly through digital monitoring, field inspections and review meetings, while any punitive action against defaulting contractors is the responsibility of the concerned State Government or Union Territory Administration under the terms of their contracts.
