SRINAGAR: The Union Government on Friday informed the Rajya Sabha that no proposals have been received from the Union Territory of Jammu and Kashmir under three major schemes aimed at promoting electronics manufacturing and technology startups, including the Modified Special Incentive Package Scheme (M-SIPS), the Electronics Development Fund (EDF), and the Electronics Manufacturing Clusters (EMC) programme.
Replying to an unstarred question by Rajya Sabha MP Sat Paul Sharma, Minister of State for Electronics and Information Technology Jitin Prasada said that while the schemes are open to applicants across the country, no proposal has been received from Jammu and Kashmir under any of them.
The minister said the M-SIPS scheme was introduced to attract investment in electronics manufacturing by offering financial incentives to offset high capital costs. So far, 300 applications have been approved across 14 states and one Union Territory, with incentives worth Rs 3,197.78 crore disbursed. The scheme was open to units from all parts of the country, including Jammu and Kashmir.
On the Electronics Development Fund, the government said it operates as a Fund of Funds providing risk capital through eight “Daughter Funds” that invest in companies working in electronics, nano-electronics and information technology. As of June 30, 2026, EDF had invested Rs 257.77 crore in these funds, which have collectively invested Rs 1,335.77 crore in 128 companies and startups. However, no application or proposal was received from Jammu and Kashmir under the scheme.
Regarding electronics manufacturing infrastructure, the minister said 31 Electronics Manufacturing Cluster (EMC) projects and five Common Facility Centres have been approved across 18 states under the EMC 1.0 and Modified EMC 2.0 schemes. These programmes aim to provide plug-and-play infrastructure, including ready land, utilities and common facilities, to attract investments in the electronics manufacturing sector. No proposal from Jammu and Kashmir has been received under either version of the scheme, the government said.
