Board of Professional Entrance Examination (BOPEE) has ruled out leakage of any paper in the Combined Entrance Test (CET) even as it has attributed the goof up which led to cancellation of the examination to ‘human error.’

“There is no leakage of any paper. The paper of Biology got opened because of human error only,” Secretary JKBOPEE has stated in a reply filed before the State Human Rights Commission.

The SHRC had issued a notice to J&KBOPEE, seeking factual report on the question paper mix-up in the CET at some centers in Srinagar on June 22 and their subsequent cancellation and postponement.

“The setting and printing of paper is being made at the machine level while the packing and sealing is done manually. In view of these facts it is established that the mistake in manual packing of the Chemistry paper series D is the main cause of this episode,” reads the reply, a copy of which lies with a local news agency, KNS.

On July 22, the invigilators of the CET at five different centers in Srinagar found that the packets of D-series question paper in Chemistry actually contained the Biology paper, which was scheduled to be held next day.

As soon as the mistake came to notice, Secretary said, invigilators and Superintendents collected the Biology papers back in the sealed stapled form itself and handed over them to Chief Superintendent in presence of Government observers and Monitoring Squad Member.

“These authorities immediately sealed these papers in an envelope and affixed their signatures on it at their respective examination centers and handed over the same to the staff deployed by BOPEE for safe custody.”

The centers were discrepancy was detected include Government Polytechnic for Women (Bemina), Government Womens College M A Road, SP Higher Secondary Institute Srinagar, Government Girls Higher Secondary Institute Kothibagh and Islamia College of Science and Commerce, Srinagar, the Secretary said.

Regarding examination of all papers afresh, the Secretary said that as the BOPEE initiated action for preparation for conduct of the test for cancelled and postponed papers of Chemistry and Biology on July 5, there was an order by the government directed that entire examination be cancelled and fresh dates be notified for all four papers afresh.

Consequently, the Secretary said the examination will be held on July 27 and 28 in the same examination centers where the aspiring candidates appeared earlier on June 22 and 23.

The Secretary further said that Board has requested government (ARI and Training Department) to advise the advocate on record at The Supreme Court of India to move an application before the apex court with the request to grant extension in the time for completion of admission and counseling process only for engineering degree course up to September 15 as a special case.

“In addition, J&KBOPEE is very much conscious about the future and career of the candidates concerned and every possible effort are being made to recover the precious time lost to the candidates due to cancellation of the CET-2013 papers.”
