According to the order, the mentors will guide district administrations on a wide range of critical responsibilities, including maintaining public order, ensuring security of vital installations, and facilitating coordination among civil, police, army, and central agencies operating within their assigned jurisdictions.
Each officer has been assigned a specific district:
Shaleen Kabra, IAS – Poonch
Shailendra Kumar, IAS – Kathua
Vikramjit Singh, IPS – Kupwara
Sarmad Hafeez, IAS – Baramulla
Kumar Rajeev Ranjan, IAS – Rajouri
Bhupinder Kumar, IAS – Jammu

These officers have been tasked with regularly visiting their respective districts, ensuring the provision of essential services such as water, electricity, communications, and road connectivity, and monitoring the availability of food grains, vegetables, fuel, and LPG.
Additionally, they are expected to help resolve any issues faced by local administrations by liaising directly with relevant departments in the Civil Secretariat and, if necessary, the Chief Secretary’s Office.
