Over 100 Illegal Appointments Made in I&C Department?

Much to the disappointment of over 6 lakh unemployed youths of the state as highly influential persons with political backing having 7th pass, middle pass, under Matric or with Matric qualification are being appointed in government undertaking corporations including SIDCO, SICOP and JK Cements by putting all the rules and regulations to the wind.

The sensational revelations about backdoor appointments of blue eyed persons surfaced in a government reply to CQ No 100 of Peoples Democratic Party (PDP) MLC from Kishtwar Firdous Ahmed Tak wherein the government accepted that 22 appointments have been made in various Corporations including J&K SICOP and JK Cements falling under the Administrative Control of Industries and Commerce Department in last three years.

However, journalist turned Lawmaker, Firdous Ahmed Tak claimed that over 100 persons were appointed in these departments during previous governments including about 20 such appointments were also made during current government.

He took a jibe on the government over repeating the similar mistakes by appointing people through backdoor.

He urged upon the government and particularly Finance Minster Dr Haseeb A Drabu to look into the matter and asked him to order immediate cancelation of all those appointments made in violation of rules and regulation through backdoor channel.

He further informed the Legislative Council on its last day that how an employee was first appointed as consolidated and later placed him in a Rs 20200 plus grade of special secretary within shortest possible of time by setting all rules and regulations a side.

Reacting to the allegations of Tak, FinMin Dr Haseeb A Drabu assured him and the house that government will investigate the matter. “Whatever action as warranted will be initiated in terms of these backdoor appointments for which the member (MLC Firdous Tak) will too be informed accordingly about the action taken,” Dr Drabu said.

As per the list of backdoor appointees available with Kashmir Life, One Ameena Daughter of late Abdul Aziz Dar resident of Khrew Pampore of Pulwama district having qualification of 7th pass was appointed on 15-10-2013 in J&K Minerals Limited; Vinod Kumar son of late Pishori Lal resident of Balli Bhawan Kalakot with Middle pass as qualification appointed on 2-07-2014 under SRO-43; Ishtaq Ahmed Magrey son of late Wali Mohammad Magrey Resident of Water Khani Drigmulla Kupwara with Matric Pass qualification; Neha Khajuria wife of late Nariender Khajuria Resident of Tange Wali Gali, Kachi Chawani Jammu with Matric as qualification appointed under SRO-43 on 2-07-2014; Vidhya Devi (10+2) wife of late Uttam Singh Resident of Kuttiyar Assar and Ashish Singh son of Ram Badur Singh Resident of Danday Nagar, Shahgal Madhya Pradesh having Diploma in Mine Survey as qualification was appointed as contractual on 28-01-2016 and his appointment has been made for statutory requirement at Coal Mines at Kalakote on terms and conditions as approved by the Cabinet Vide No. 83/08 dated 15-05-1998 in J&K Mineral Department.

Similarly, in J&K Handloom Department the following persons were appointed which include Tariq Ahmed Ganie (SRO-43) son of Late Mohammad Abdullah Ganie Resident of Rainawari Srinagar with Middle Pass as Qualification on 27-08-2014 as per the approval given by Board of Directors of the Corporation in its 61st meeting held on 30-06-2014, Ashok Kumar son of Dina Nath resident of Narsoo Udhampur with under Matric qualification appointed as consolidated basis @ Rs. 7000/month with one day break after every 89 days along with Manjit Kumar son of Satpal resident of Sallan Hiranagar with 10th pass as qualification and Sanjay Sharma son of Romesh Lal Sharma resident of Channi Karcholi, Bar Bramana on same analogy as that of Ashok Kumar.

Jammu and Kashmir Cements Limited made three appointments on 30-9-2015 which include appointment of Nissar Ahmed Parray (10+2) son of Abdul Rahim Parrey resident of Shar, Pampore, Mohammad Amin Bhat (10+2 with ITI) son of Ghulam Mohammad Resident of Khrew Pampore and Rahul Raina (No qualification mentioned) son of Shuban Krishan resident of Jammu. All the three appointees were first made on consolidated Remuneration of Rs. 4500/month later was subsequently placed in the pay band of Rs. 5200-20200 + GP 1800.

J&K SICOP made appointment of five people under SRO-43which include appointments o Sudarshan (under Matric) son of Late Ram Dayal Resident of Khaddian Smailpur Samba, Vikram Sharma (Matric) son of Late Sham Lal Resident of Bishnah, Bashir Ahmed Sheikh (B.Com) son of Late Abdul Majid Sheikh Resident of Bamloora Ganderbal, Mohammad Saleem Bhat (BA + B.Ed) son of Late Ghulam Hussan Bhat Resident of Hugam Anantnag and Darshana Devi (9th pass) wife of Late Om Prakash Resident o Ratha Battal Ballian Udhampur.

J&K Handicrafts (S&E) Corporation Limited made five illegal appointments as consolidated employees which include appointment of Syed Anzar (Graduation) son of Syed Nizam-ud-Din Resident of Zadoora Pulwama on 20-10-2014), Recha (Matric with Diploma in Embroidery Poskari) Daughter of Satvir Sawhney Resident of Rehari Jammu on 11-06-2015, Gowsa (MA) daughter of Mohammad Maqbool Malik resident of Dalgate Srinagar on 8-2-2014, Javaid Shai (TDC) son of Mohammad Shafi Magrey Resident of Wattoo Kulgam on 20-10-2014 and Tahir Farooq (Graduation) son of Late Farooq Ahmed Resident of Nowpora Srnagar appointed on 31-03-2016.
