SRINAGAR: The Jammu and Kashmir government on Saturday reviewed the progress of the computerisation of Primary Agricultural Credit Societies (PACS), with Commissioner Secretary, Cooperative Department, Yasha Mudgal, directing officials and the System Integrator to ensure that all project milestones are completed within the approved timelines.
Mudgal chaired a meeting of the Union Territory Level Implementation and Monitoring Committee (UTLIMC), constituted to monitor the implementation of the centrally sponsored PACS computerisation project in J&K.
The meeting was attended by the Registrar Cooperative Societies, J&K, Deputy General Manager, NABARD, a representative of the Finance Department, Managing Director of the J&K State Cooperative Training Board (JKSTCB), representatives of the System Integrator and senior officers of the Cooperative Department.
A detailed presentation was made before the committee on the progress of the project and its current implementation status. Officials also flagged issues concerning handholding support to PACS, scanning and digitisation of legacy records, manpower deployment and reconciliation of data.
During the meeting, Mudgal stressed the need for stronger field-level support to ensure that PACS are able to transition smoothly to the computerised system.
She directed the System Integrator to complete all assigned deliverables within the stipulated timelines, stressing that the approved implementation schedule must be followed strictly and avoidable delays should not affect the project’s objectives.
The Commissioner Secretary also called for close coordination among the Cooperative Department, Registrar Cooperative Societies, NABARD, District Central Cooperative Banks (DCCBs), System Integrator and other stakeholders to address operational issues and bottlenecks.
Mudgal directed that the project be monitored regularly at the level of the Registrar Cooperative Societies, with progress assessment going beyond routine reporting. She said each milestone and deliverable should be physically or otherwise duly verified before being treated as completed, with proper supporting records maintained.
Emphasising accountability and transparency, she further directed that all communications and directions issued to the System Integrator be conveyed in writing and properly documented.
The Administrative Department should also be kept regularly informed about progress, particularly on milestone completion, verification of deliverables, manpower deployment, scanning and reconciliation of legacy data and any issue that could affect the project schedule, she said.
The PACS computerisation initiative is aimed at modernising the functioning of Primary Agricultural Credit Societies by improving record management, operational efficiency and service delivery through technology.
Mudgal directed all stakeholders to maintain close coordination and ensure timely resolution of issues so that the project targets are achieved effectively across Jammu and Kashmir.
