The order, issued on October 22, 2026, directs the Geology and Mining Department, Police Department, Revenue Department and concerned engineering authorities to ensure strict compliance within their respective jurisdictions.

According to the order, indiscriminate extraction of minerals from riverbeds and streambeds near bridges can weaken foundations, destabilise riverbanks and alter water flow, posing a threat to public safety and infrastructure.

The prohibition covers mining, excavation, removal, lifting, collection and transportation of minerals from riverbeds, streambeds and adjoining areas falling within the restricted reaches of bridges across Pulwama district.

The order states that the restricted distance will be determined in accordance with applicable mining rules, environmental clearance conditions, directions issued by competent authorities and site-specific recommendations of the concerned engineering department. A distance of 250 metres upstream and 250 metres downstream is to be enforced wherever supported by the applicable legal provisions or competent technical recommendations.

The District Magistrate has directed the concerned departments to carry out regular inspections of identified bridge locations and take immediate action against unauthorised mining activities in accordance with the law.

It further states that anyone found violating the applicable restrictions will face action under relevant legal provisions. Machinery, vehicles and extracted minerals may also be dealt with in accordance with the prescribed statutory procedures.

The order assigns joint responsibility to the concerned Tehsildars, Station House Officers, Geology and Mining Department officials and engineers responsible for the bridges to coordinate enforcement. The officers have also been directed to submit reports on violations and action taken wherever required.

The restrictions came into force on the date of issuance and will remain effective until modified or withdrawn by the competent authority, subject to applicable law.
