Ruling out any compromise over the two tier system of the Hurriyat (M), Chairman Muslim Conference Prof. Abdul Gani Bhat said the objection raised by Democratic Freedom Party (DFP) Chairman Shabir Ahmad Shah was unjustifiable and unreasonable.
“Two-tier system in Hurriyat has been established under its constitution and no change is possible. However, if it (altering the structure), is decided by a majority or with unanimity, a change becomes inevitable”, said Bhat while talking to a local news agency KNS. “There is no room for dictation or dictatorship in the Hurriyat (M),” he added.
Prof Bhat said when change in two tier system was put to vote, except Shabir Shah no one voted in support of it. “Hurriyat is a forum and not a party and every decision taken under the confidence of majority, is the real and final decision in the eyes of the forum. To make hue and cry outside the forum against the decision of majority is unreasonable and unjustifiable”, he added.
Replying to a query, Bhat said that there could be differences of opinion among the members of forum but every member is duty bound to follow the discipline of the forum and apply healthy and positive approach during the time of difference of opinion. “We’re not fighting for the chair like that of mainstream parties so we cannot act in such a way to disrespect or try to show superiority over each other”, said Bhat.
“Very soon members of General Council will be assigned the jobs of various committees. The forum has established its joint program under its own constitution which governs the activities of the forum in politics and diplomacy”, he added.
“Hurriyat is an association of associations and every leader irrespective of his post or status should play his role in implementation of its already framed program”, said Bhat.
The basic principle of the forum is to accept the decision of majority. “If on any suggestion or matter, Hurriyat executive body takes any decision against my will, I’m bound to respect and to follow the decision of majority. Any differences in opinions have to be sought out democratically instead of issuing statements against each other outside of the forum”, he added.
Supporting the tripartite dialogue, Bhat said that under the constitution of the forum Kashmir issue has to be resolved peacefully according to wishes of the people of State, adding, “We don’t have any other better option available”.
When asked why Shah was dropped out of a delegation which met Pakistan High Commissioner Salman Bashir in Delhi, he said, “Movlana Mohammad Abdullah Tari had participated in the Hurriyat executive meeting on behalf of Shah and he was directed to inform Shah about the decision taken”.
When asked about Shah’s demand to postpone of proposed visit of Hurriyat (M) leaders Pakistan in view of upcoming election there, “Whether electoral activities or elections are being held in Jammu and Kashmir, in India or in Pakistan, it will never affect the struggle for Kashmir resolution. There is no connection between the two”, replied Bhat.
