SRINAGAR: The construction of an extension block at Government Lal Ded Hospital Srinagar, planned to accommodate infertility, gynaecology and oncology services, has achieved only 35.74 per cent physical progress despite financial progress crossing 71 per cent, the Jammu and Kashmir Legislative Assembly was informed.
The project, being executed under the Jammu and Kashmir Economic Reconstruction Agency (J&KERA), has an allotted and revised cost of Rs 118.22 crore. According to the government reply placed before the House, the project has recorded 35.74 per cent physical progress, while its financial progress stands at 71.52 per cent.
The extension block is among the six projects that remained ongoing under the J&KERA portfolio as of the latest status submitted to the Assembly. The agency has undertaken a portfolio of 229 works and sub-projects with a total value of Rs 1,950 crore.
Of these, 223 works have been completed, while six projects, including the Lal Ded Hospital extension, remain under execution. The government has stated that the closing date for the overall portfolio is August 31, 2026, while financial closure has been fixed for December 31, 2026.
The Lal Ded Hospital project assumes significance as the hospital is a major referral institution for women requiring specialised gynaecological and obstetric care in Kashmir. The extension is intended to add infrastructure for infertility, gynaecology and oncology-related services.
The figures presented to the Assembly show a substantial difference between the financial and physical progress of the project, with more than 70 per cent of the financial component reported as progressed while physical execution remains below 36 per cent.
The government reply forms part of the status report on works being implemented through J&KERA. Across its portfolio, Rs 1,650 crore has been spent against the total project value of Rs 1,950 crore.
While 223 works have been completed, the six remaining projects continue to account for a significant part of the unfinished portfolio. The Lal Ded Hospital extension is among these projects and carries the highest public-health significance given the specialised services proposed for the facility.
The Assembly was informed of the project status as part of the government’s response on the progress of works being executed under the agency.
