The order states that the work shall be carried out strictly in accordance with codal and procedural formalities as laid down under GFR 2017, procurement manuals, Bridge Manual, and instructions issued by the Finance Department from time to time. It has also been clarified that the Administrative Approval does not constitute approval of rates for the project or detailed estimates.

The project design shall conform to the latest relevant Indian Standards (IS) Codes and specifications of MoRTH, PWD Engineering Manual 2020, CPWD norms, and the JK Bridge Manual. The designs are required to be authenticated and proof-checked by a competent authority such as IIT, NIT, or DIQC before execution.
