IAS officer Shantmanu who is observer for the legislative council polls in a meeting in Islamabad.

Election Commission has authorized J&K government to set up of four special polling booths at Karnah, Keran, Buda-Nambal and Jumgund – all in Kupwara district because of inclement weather and snowfall in the area.

An official spokesman quoting divisional commission Asgar Samoon said they have flown polling material to these high altitude and distant areas to facilitate the voters. Kashmir has 16 candidates in fray for two Legislative Council seats and the number of voters is termed to be 17912. These include votes from Leh and Kargil.

The elections are being held on Monday. Every polling station will have two EVMs and every registered voter – Panch or a Sarpanch, will cast two votes. Results will be out by December 6 afternoon.

Kashmir Commissioner Samoon, officials said had a detailed meeting with chief election agents and representatives of various political parties and discussed various issues related to smooth conduct of elections. Samoon assured them that the election will be conducted in a free and fair manner and no violation of model code of conduct shall be tolerated.

In Jammu, authorities have already flown polling staff and material to the otherwise inaccessible areas of Dachan, Madwa and Wadwan on Friday itself.
