The privilege committee of the J&K Legislative Council on Thursday issued fresh summon to the former Army Chief Gen  VK Singh seeking his presence for his clarification to the allegation in an interview that ministers of J&K are on a payroll of Army ever since 1947.

The summons issued through Director General of Haryana Police has directed Singh to appear on January 27, 2014.

Earlier, Singh failed to appear before the privilege committee of the upper house of state legislature on Thursday.

Singh had been summoned and directed to appear with his clarifications on January 9 before the committee.

However Singh did not appear when the case was called in his absence, the committee held the proceedings for over an hour.

Sources said that committee after deliberating over the issue issued yet another summon to Singh.

The ruling National Conference MLC Devinder Singh Rana, had moved the motion along with two other NC members and he is a member of the upper House privilege panel.

“The meeting of the committee took serious note of Singh’s absence,” sources said.

One of Gen Singh’s former colleagues in Army, who identified himself as Col retired UB Singh from Banaras, appeared before the committee but not with an authorisation to appear as an attorney.

Sources said that instead of appearing in personal, Singh had sent a letter but that was not entertained.

Sources said that no letter or any other communication through other sources had been received till the meeting started at 11.30 am.

A motion of the breach of privilege of the members of the upper house was moved in November, 2013 after Singh was reported to have alleged that the J&K ministers had been recipients of the secret funds from Army since 1947.
