Jammu and Kashmir government on Wednesday informed the legislative assembly that 100501 casual and other workers have been registered through online Aadhar based biometric identification process.

Minister in-charge Finance has said that Department-wise number of casual and other workers whose particulars have been registered online through Aadhar based biometric identification process in pursuance of Government order No. 126-F of 2016 dated 28.4.2016 is 100501.

The government has said that Vide Government Order No. 126-F of 20916 dated 28,04.2016, it was ordered to carry out Aadhar based bio-metric identification of various types of workers which, among others, include Part-time Sweepers in different departments, particularly in health and medical education department and school education department. “SRO 520 dated 21.12.2017 lays down that the empowered committee shall also consider the cases of such bonafide CSLWs whose names could not be registered on the relevant NIC, portal after the administrative department concerned gives valid, justifiable and cogent grounds of their non-inclusion,” the government has said.

The government has further said that the policy is not applicable to persons engaged in academic arrangements for a fixed term in any department, part-time and contingent paid workers. However, the designated committee shall separately examine the issue of paying reasonable remuneration to contingent paid part-time workers.

As per the report submitted before the Cabinet on October 23, the total number of workers engaged in 31 departments under 15 different categories including casual laborers and seasonal workers has gone up to 100501.

The PHE department has engaged the highest number of workers, 30190, followed by PDD 13412, education department 12646, irrigation department 8395 and forest department 8317.

As per the mechanism finalized by the government, the workers will be categorized as skilled and non-skilled for the purposes of regularization on the basis of their educational, technical and professional profile, said sources.

The state cabinet had on October 23 this year accepted the roadmap prepared by the high-level committee headed by the Chief Secretary for absorption, regularization of Casual, Seasonal Labourers and Daily Rated Workers to ensure sustainable livelihood to hundreds of such workers engaged over a period of several years.

Giving department-wise details the government has informed that in Agriculture department 4776 was registered following Animal and sheep/fisheries 2170, Education, 12646, Finance 272, Food, civil supplies & C.A 291, Forest 8317, General administration 34, Health and medical education 4868, Higher education/Tech.education 1142, Home, 85, Hospitality and Protocol 647, Housing and U.D 1702, Industries and commerce 687, information 20, Ladkah affairs 239, Law, Justice & P.A 81, Planning, Monitoring & Dev, 86, Power Dev. 9 (including PDC) 13616, PHE/ I&FC 38585, Public works (R&B) 6801, Revenue, 494, Rural development 566, Social welfare, 582, ARI & Trainings (S&B) 105, Tourism, 1448, Transport, 76, Other departments, 165.

Minister further informed that the list is just data based if any mistake is found will be rectified.

He was replying to the charges of NC Leader MLA Khanyar Ali Mohammad Sagar who earlier said that 91-year-old man and a 55-year-old woman has been included in the list of candidates to be regularized.
