SRINAGAR: As many as 109 enterprises have been established and reported operational in Lolab under Mission YUVA during the current financial year, with loans and subsidy assistance totalling Rs 6.58 crore, according to a Jammu and Kashmir Government reply placed before the Legislative Assembly.
The figures were furnished by the Labour and Employment Department in response to an Unstarred Question by Lolab MLA Qaysar Jamshaid Lone seeking scheme-wise details of loans, subsidies and other financial assistance provided to beneficiaries in the constituency under self-employment, MSME, livelihood and entrepreneurship schemes.
Mission YUVA recorded no beneficiaries in Lolab in 2024-25, before covering 34 beneficiaries in 2025-26. In the latter year, loans of Rs 2.58 crore and subsidy or assistance of Rs 16.13 lakh were provided, taking the total to Rs 2.74 crore. All 34 units established that year were reported operational.
In 2024-25, the Labour and Employment Department assisted six beneficiaries under Mumkin, Tejaswini and the Self Employment Initiative (SEI), with total financial assistance of Rs 49 lakh. Two Mumkin beneficiaries received Rs 20.40 lakh, one Tejaswini beneficiary received Rs 5.50 lakh and three SEI beneficiaries received Rs 23.10 lakh. All six units were reported operational.
During 2026-27, 109 Mission YUVA beneficiaries in Lolab received loans of Rs 6.08 crore and subsidy or assistance of Rs 50.33 lakh. The department reported all 109 units as operational.
The data from other departments shows that support in Lolab has also been channelled through livelihood groups, agriculture, traditional occupations and enterprise-generation programmes.
The Rural Development and Panchayati Raj Department said the Jammu and Kashmir Rural Livelihoods Mission (JKRLM) does not directly disburse loans or subsidies to individual beneficiaries but facilitates institutional credit linkage for self-help groups.
In 2023-24, 342 SHGs in Lolab were credit-linked, covering 1,004 beneficiaries with loans amounting to Rs 13.25 crore. The number of credit-linked SHGs increased to 408 in 2024-25, when 898 beneficiaries received Rs 15.93 crore in loans.
In 2025-26, 268 SHGs covering 634 beneficiaries were credit-linked with loans of Rs 12.88 crore, while 86 SHGs covering 180 beneficiaries received credit linkage amounting to Rs 3.63 crore in 2026-27 so far.
JKRLM also provided Revolving Fund grants and Community Investment Fund support to SHGs. In 2023-24, 458 SHGs received Rs 68.70 lakh under the Revolving Fund, while 713 SHGs received Rs 2.50 crore under the Community Investment Fund.
In 2024-25, 67 SHGs received Rs 27.60 lakh under the Revolving Fund and 42 SHGs received Rs 15.30 lakh under the Community Investment Fund. In 2025-26, the corresponding figures were 25 SHGs receiving Rs 3.75 lakh and 77 SHGs receiving Rs 2.81 crore. No such disbursement was reported for 2026-27 so far.
The JKRLM credit-linkage programme resulted in 485 livelihood enterprises and 123 neo-enterprises being established in Lolab in 2023-24. Of these, 392 livelihood enterprises and 94 neo-enterprises were reported operational.
In 2024-25, 541 livelihood enterprises and 93 neo-enterprises were established, with 458 and 68 respectively operational. In 2025-26, 564 livelihood enterprises and 110 neo-enterprises were established, of which 512 and 76 respectively remained operational.
During 2026-27 so far, 80 livelihood enterprises and 16 neo-enterprises have been established, with 66 livelihood enterprises and 13 neo-enterprises reported operational.
The Industries and Commerce Department reported 790 units assisted in Lolab during the period, involving financial assistance of Rs 12.41 crore. The Prime Minister’s Employment Generation Programme (PMEGP) accounted for 651 units and Rs 9.62 crore, with 626 of those units reported operational.
The Jammu and Kashmir Rural Employment Generation Programme (JKREGP) assisted 48 units with Rs 1.38 crore, of which 42 remained operational. The Credit Card Scheme for Artisans and Weavers covered 32 units with Rs 60.81 lakh, all of which were reported operational.
Another 20 units received Rs 10 lakh under the Financial Support Scheme for Cooperatives, while 39 units received Rs 70.20 lakh under the PM Weavers MUDRA Scheme. All 59 units under these two schemes were reported operational.
The Agriculture Production Department reported 188 beneficiaries or units receiving a combined Rs 2.44 crore under agriculture and allied-sector schemes in Lolab.
This included 55 beneficiaries under the Integrated Sheep Development Scheme (ISDS) with Rs 55.68 lakh, 48 under the Holistic Agriculture Development Programme (HADP) with Rs 1.22 crore, 63 under the Integrated Dairy Development Scheme (IDDS) with Rs 54.20 lakh, 10 under the Integrated Poultry Development Programme (IPDP) with Rs 5 lakh and 12 under JKCIP with Rs 6.80 lakh.
The department separately recorded 184 enterprises established under these schemes, all of which were reported operational. The difference between the beneficiary and enterprise figures is reflected in the JKCIP data, where 12 beneficiaries were reported against eight enterprises.
The Housing and Urban Development Department said 90 residents of Lolab had availed themselves of PM SVANidhi loans amounting to Rs 18 lakh while carrying out vending activities within municipal limits in Kupwara district.
The department clarified that none of the three urban local bodies in Kupwara district — Municipal Council Kupwara and Municipal Committees Handwara and Langate — falls within the territorial jurisdiction of the Lolab Assembly Constituency. However, 90 street vendors residing in Lolab were identified as beneficiaries of the scheme.
Across these three urban local bodies, 573 street vendors had received PM SVANidhi loans totalling Rs 1.71 crore, besides Rs 6 lakh in online subsidy or incentives. The department said PM SVANidhi provides working-capital support to existing or identified street vendors and therefore does not necessarily result in separately registered enterprises.
The Department of Skill Development said no self-employment or skilling scheme was currently functioning in Lolab under its direct ambit. It, however, reported that under the Pradhan Mantri Vishwakarma scheme, 831 loan cases amounting to Rs 7.34 crore had been disbursed by banks in Kupwara district.
The Pradhan Mantri Vishwakarma figures were provided by the Union Territory Level Bankers’ Committee for the district and were not presented as Lolab-specific figures.
The Cooperative Department also reported the establishment of 35 food-processing units across Jammu and Kashmir in 2024-25, involving a cumulative cost of Rs 3.36 crore, including Rs 1.54 crore in subsidy.
A further 45 food-processing units were established across the Union Territory in 2025-26 at a cumulative cost of Rs 4.36 crore, including Rs 1.94 crore in subsidy released to the concerned banks.
The government clarified that the food-processing figures furnished by the Cooperative Department were Union Territory-wide and did not represent Lolab-specific data.
