The meeting reviewed the implementation of welfare programmes across Jammu and Kashmir, including drug abuse prevention and rehabilitation, educational scholarships, senior citizen welfare, support for vulnerable communities and the protection of disadvantaged groups.

Pant praised the administration’s grassroots outreach and coordinated approach to combating drug abuse, describing its efforts as a model that could be replicated elsewhere in the country. He also stressed the need to document beneficiaries’ experiences and highlight successful welfare interventions to improve awareness and demonstrate their impact.

Under the Nasha Mukt J&K 100 Days Abhiyan, Addiction Treatment Facilities have handled 66,594 outpatients, while drug de-addiction and rehabilitation centres run by the Social Welfare Department have provided care to 1,053 people.

The meeting was also informed that financial investigations into drug trafficking had resulted in the seizure or attachment of 125 immovable properties valued at Rs 9,828.17 lakh and 60 movable assets worth Rs 703.83 lakh.

A proposed Rehabilitation and Socio-Economic Reintegration Scheme for Drug Abuse Victims, 2026, envisages a structured three-year recovery framework. Arshad Hussain, Head of the Department of Psychiatry at Government Medical College Srinagar, outlined the administration’s ‘Circle of Care’ approach, which covers treatment, rehabilitation, social reintegration and long-term monitoring.

Pant also encouraged the administration to work towards making urban centres begging-free through focused rehabilitation, sustained support and cooperation with non-governmental organisations.

Reviewing other welfare initiatives, officials said 419 villages had been selected for development as model villages under the Pradhan Mantri Adarsh Gram Yojana, of which 28 had been declared Adarsh Grams. Eighty-one development works had been completed during the 2026–27 financial year so far.

Under the Grants-in-Aid component of the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY), Rs 496.59 lakh had been utilised for basic infrastructure, skill development and income-generating assets.

The Atal Vayo Abhyuday Yojana supports 17 operational senior citizen homes across the Union Territory, including eight in Jammu division and nine in Kashmir division. These facilities accommodate around 450 senior citizens.

The review also covered educational scholarships for students from Other Backward Classes (OBC), Economically Backward Classes (EBC) and De-notified, Nomadic and Semi-Nomadic Tribes (DNT), as well as Scheduled Caste students.

As of October 15, 2026, authorities had received 20,611 applications against a target of 24,817 under PM-YASASVI for the 2026–27 academic year. Under Scheduled Caste scholarship schemes, 5,613 post-matric and 2,866 pre-matric applications had been submitted through the National Scholarship Portal. Special drives and individual follow-ups were under way to clear pending cases and expedite Aadhaar seeding.

Under the National Action for Mechanised Sanitation Ecosystem (NAMASTE), 741 sewer and septic tank workers had been profiled across 74 Urban Local Bodies, with 734 validated. Of 5,862 urban waste pickers profiled, 4,508 had been validated. Authorities had distributed 721 personal protective equipment kits to sewer and septic tank workers and 3,854 kits to waste pickers.

The meeting also reviewed safeguards for Scheduled Castes and Scheduled Tribes. The SAMBAL 2.0 portal had resolved 63 of the 66 online grievances registered, while Rs 58.60 lakh had been disbursed through direct benefit transfers to 50 victims of atrocities between 2022 and 2026.

Chief Secretary Atal Dulloo reiterated the administration’s commitment to ensuring that welfare benefits reach all eligible people, particularly disadvantaged and underprivileged sections. He also highlighted the legal and institutional safeguards in place to protect vulnerable groups against discrimination, harassment and atrocities.

The Jammu and Kashmir administration raised concerns over the pending Central financial share for certain OBC hostel projects, stating that the delay had affected their completion. It sought the Ministry’s intervention to secure the required funds.

The review was attended by senior officials from the Home, Education, Social Welfare and Health departments, along with representatives of welfare boards and other concerned departments.
