SRINAGAR: The Government of Jammu and Kashmir’s Finance Department, operating from the Civil Secretariat, has announced a major administrative reshuffle involving the immediate transfer and posting of numerous Excise Taxation Officers (ETOs) and State Tax Officers (STOs) across the region.
Issued on June 15, 2026 under Government Order No. 212-FD of 2026, the directive has been implemented with immediate effect in the interest of the administration.
Among the key changes in the Excise Taxation cadre, Ankit Gupta has been moved from Excise Range South Jammu and his additional charge in Samba to become the ETO for the Udhampur-Reasi Excise Range, replacing Anurag Sharma. Sharma is transferred to the Office of the Deputy Excise Commissioner (Accounts) in Jammu as ETO Accounts, taking over from Rajesh Sharma and assuming the additional charge of ETO Eradication. Rajesh Sharma has been reassigned as an STO in the Office of the DC Recovery State Taxes, Jammu, replacing Ms Sharda Devi Manhas. Ankush Sharma moves from his post at the Jammu Distilleries—where he also oversaw the erstwhile Toll Post Railway Station Jammu—to take up a vacant ETO post at the Rajouri-Poonch Excise Range. Sonam Verma shifts from the Eradication Wing and Excise Range North Jammu to become ETO Distilleries, replacing Mudasir Nazir, whilst also looking after the former Toll Post Railway Station Jammu. Mudasir Nazir transfers to the Doda-Kishtwar-Ramban Excise Range, replacing Munesh Bhagat, who subsequently moves to the Kathua Excise Range to replace Kashish Sharma. In turn, Kashish Sharma becomes ETO for Excise Range (North) Jammu, relieving Sonam Verma of that additional charge.
Furthermore, three officers previously awaiting orders have received assignments: Prateek Panjathia (Jr. KAS) is posted to Excise Range Samba, relieving Ankit Gupta’s additional charge; Ratandeep Sharma (Jr. KAS) becomes ETO for Excise Range (South) Jammu, replacing Ankit Gupta; and Nidhi Kralia (Jr. KAS) joins the Office of the Deputy Excise Commissioner (Distilleries) as ETO, replacing Ankush Sharma. In Kashmir, Danishwar Shaffi and Shuakath Hussain Bahar have swapped roles, with Shaffi moving to the Srinagar-Budgam-Ganderbal range and Bahar taking over the Baramulla-Kupwara-Bandipora range. Similarly, Mohd Akbar Hakim, who held additional charge of the former Lower Munda Toll, moves to ETO Accounts Kashmir, swapping positions with Peer Shamsuduha, who assumes Hakim’s former responsibilities across the Anantnag-Pulwama-Shopian-Kulgam range.
The administrative restructuring also introduces widespread swaps and reassignments amongst State Tax Officers. Direct localized exchanges in Srinagar include Ab. Hamid Ganie (Circle R) swapping with Mohammad Khalid Chesti (Circle F), Abdul Rahman Kumar (Circle Anantnag-III) swapping with Mohd. Anjum, JKAS (Circle N), and Chirdeep Malhotra, JKAS (Circle O) trading places with Younis Bashir, JKAS (Circle M). Meanwhile, Mohd. Huzaif Sheikhzada, JKAS (Circle L) has swapped postings with Saleem Akber (Circle H), Abdul Raoof Shah (Circle C) has exchanged with Aijaz Hussain Malik (Circle I), and Farooq Ahmad Dar (Circle G) has shifted to Circle Budgam, swapping places with Parvaiz Ahmad Shah, who moves to DC Enforcement Central Kashmir to replace Mohd Sarfaraz Khan, with Khan transferring into Circle G.
In other areas, Aadil Yousuf Wani, JKAS (Circle Shopian) and Gulzar Ahmad Mir (DC Enforcement South Lower Munda) have directly swapped roles. Irshad Assadulla Jan, JKAS, moves from Circle Q Srinagar to Circle Anantnag-I, replacing Farooq Ahmad Kumar, and will also look after the DC Enforcement (Central) Kashmir charge until further notice. Gh. Mohi-Ud-Din Malik moves from DC Enforcement (Central) Kashmir to become Deputy Registrar of the JK State Sales Taxes Appellate Tribunal in Srinagar, replacing Abdul Shakoor Malik, whilst Sheikh Attar moves from the same enforcement branch to fill a vacancy at DC Enforcement Lower Munda.
In Jammu, Akshay Sharma, JKAS, relocates from the Office of the Additional Commissioner State Taxes (deployed in the Rajouri-Poonch Range) to become STO Enforcement Central Jammu, swapping with Ashwani Kumar, who takes up the Rajouri-Poonch Range assignment. Sandeep Saraf (Circle-E Jammu) and Amit Jain (In-charge STO Enforcement Central Jammu) have also swapped roles. Mavesh Ara, JKAS, leaves the Additional Commissioner’s office to become STO in the Office of the Deputy Commissioner State Taxes (Recovery) Jammu, replacing Sandeep Kour, JKAS, who takes over Ara’s previous post. Sonia Parihar, JKAS, who was deployed at DC State Taxes Enforcement (Central) Jammu, moves to STO P-Side Jammu, swapping positions with Simmi. Mohd. Yousif and Bhuvnesh Pargal, JKAS, have exchanged positions, with Yousif moving to Enforcement Kathua Lakhanpur and Pargal returning to the Office of the Additional Commissioner. Finally, Tamana Seth, JKAS (Circle-C Jammu) and Noreen Choudhary, JKAS (Circle-D Jammu) have swapped their respective postings, and Ruchi Gupta moves from Circle-G Jammu to Circle-K Jammu, replacing Chander Mohini, JKAS.
