SRINAGAR: As many as 25 of the 47 listed health institutions in Jammu and Kashmir’s Chenani-Ghordi Assembly constituency are operating from rented premises, while 20 facilities have been identified as requiring their own buildings, according to official health department data.
The institution-wise details were furnished in Annexure C in connection with Unstarred Assembly Question No. 287 tabled by Chenani MLA Balwant Singh Mankotia regarding medical and paramedical staff and the status of healthcare facilities in the constituency.
The data shows that five health facilities have construction work under progress. These include NTPHC Marothi, MAC L P House, MAC Sarar, Sub Centre Ghantwal and Sub Centre Sira.
Of the 47 institutions listed across the Medical Blocks of Basantgarh, Ramnagar and Chenani, 25 are recorded as functioning from rented buildings, while 16 are in government buildings. Five are housed in buildings belonging to other departments, and one facility is listed as operating from an ‘other’ building.
The department has identified building requirements at 20 institutions. Most of these are sub-centres and other peripheral health facilities functioning from rented premises.
In Medical Block Basantgarh, MAC Chapper Danna is operating from a rented building and requires a building of its own. The remaining four listed facilities — PHC Latti, NTPHC Panjar, NTPHC Bandhole and S/C Parna Chapper — are in government buildings and have no building deficiency recorded.
In Medical Block Ramnagar, PHC Ghordi and NTPHC Nalla Ghoran are housed in government buildings. Sub Centre Lahi Gurh, Sub Centre Satyar and MAC Satyalta are functioning from rented premises and require buildings of their own, while Sub Centre Upper Barmeen and Sub Centre Dhandal are in government buildings.
In Medical Block Chenani, the main CHC Chenani, PHC Sudhmahadev, PHC Gharian, NTPHC Kud, NTPHC Madha, NTPHC Mantalai, NTPHC Sewna, MAC Satyalata, Sub Centre Dhar Gadhian, Sub Centre Pattangarh and Sub Centre Nagulta are recorded as being in government buildings without any building deficiency shown.
Several other peripheral facilities in the Chenani block are either operating from rented premises or buildings belonging to other departments.
NTPHC Samroli is in a rented building and requires a separate building. NTPHC Marothi and MAC L P House are housed in buildings belonging to other departments, with construction work under progress.
MAC Sarar is functioning from a rented building, with construction work under progress.
Sub Centre Qassu, Sub Centre Charat, Sub Centre Charat Chenani, Sub Centre Moud, Sub Centre U.Ladha, Sub Centre L.Ladha, Sub Centre Chila, Sub Centre Narsoo, Sub Centre Karlah, Sub Centre Bauthar, Sub Centre Matlowa, Sub Centre Ghaniari Kaltan, Sub Centre Kulagah, Sub Centre Bair, Sub Centre Gouri Kund, Sub Centre Tandhar, Sub Centre Seri Soo and Sub Centre Kulasar are among the facilities where building requirements have been recorded.
Sub Centre Ghantwal and Sub Centre Sira are operating from rented premises, with construction work under progress.
Despite the infrastructure gaps, the facilities listed in the annexure provide a range of basic healthcare services. These include outpatient and inpatient services, antenatal care, immunisation, laboratory services, non-communicable disease services, mental health services and family planning at several primary and peripheral facilities.
PHC Ghordi is listed as providing round-the-clock emergency services, ambulance services, laboratory services, immunisation, antenatal and dental services.
CHC Chenani, the constituency’s principal community health facility, is listed as providing OPD and IPD services, laboratory services, dental care, X-ray, ultrasound, ECG, physiotherapy, operation theatre, gynaecology, eye care, first aid and emergency services, antenatal care and immunisation.
Separately, SKIMS Medical College Hospital, Bemina, reported 324 sanctioned medical posts, of which 85 were vacant, and 546 sanctioned paramedical posts, of which 173 were vacant. The institution said these figures did not pertain specifically to Chenani-Ghordi.
SKIMS Medical College Hospital said the Recruitment Rules for gazetted and non-gazetted posts had been submitted to the Administrative Department for finalisation. Once finalised, the vacant posts are to be referred to the Jammu and Kashmir Public Service Commission or Jammu and Kashmir Services Selection Board, as applicable, for recruitment.
The health infrastructure and staffing details were submitted in response to the Assembly question raised by Mankotia.
