SRINAGAR: Jammu and Kashmir has recorded 25,563 waqf properties as initiated or completed on the UMEED Central Portal-2025, including 25,248 properties approved by the approver, according to data furnished by the Union Ministry of Minority Affairs in the Rajya Sabha on Monday.
The ministry said that, as of July 21, 2026, 222 properties in Jammu and Kashmir had been initiated for entry by the maker, 19 had been submitted by the maker and were pending with the checker, while no property was pending with the approver. The portal data also showed 74 properties rejected by the checker or approver and pending with the maker.
The Jammu and Kashmir Waqf Board had also received additional time for uploading relevant documents. The ministry said the High Court of Jammu and Kashmir and Ladakh, through an order dated December 9, 2025, granted an extension until January 31, 2026.
No waqf property had been initiated or completed for entry on the UMEED portal in Ladakh as of July 21, 2026, according to the ministry’s data.
Nationally, 7,99,027 waqf properties had been initiated or completed on the portal, of which 6,17,192 had been approved. The data showed 49,257 properties initiated for entry by makers, 40,231 submitted by makers and pending with checkers, and 1,787 submitted by checkers and pending with approvers. A total of 90,560 properties had been rejected by checkers or approvers and were pending with makers.
Jammu and Kashmir’s 25,563 properties accounted for about 3.2 per cent of the national total of properties initiated or completed. Its 25,248 approved properties represented about 4.1 per cent of the 6,17,192 properties approved nationally.
Among the states and Union Territories, Uttar Pradesh’s Sunni Waqf Board recorded the highest number of properties initiated or completed, at 1,52,695, followed by West Bengal at 1,32,395, Telangana at 63,984, Kerala at 79,905, Karnataka at 58,845 and Maharashtra at 71,922. Jammu and Kashmir’s total of 25,563 placed it below these leading entries but above several other states and Union Territories.
The Ministry of Minority Affairs said further extensions beyond the initial six-month period had been granted by the concerned Waqf Tribunals or High Courts to State and UT Waqf Boards that sought additional time and showed sufficient cause, in accordance with the proviso to Section 3-B of the Unified Waqf Management, Empowerment, Efficiency and Development Act, 1995.
On illegal occupation of waqf properties, the ministry’s response to the question specifically sought information on Bihar. It said the Bihar State Shia Waqf Board had reported 63 properties under illegal occupation, while the Bihar State Sunni Waqf Board had reported 511 such properties. The boards had taken action under Section 54 of the UMEED Act, 1995, which provides for removal of encroachments from waqf properties.
The ministry said that, under Section 32 of the UMEED Act, the general superintendence of all auqaf in a state rests with the respective State Waqf Board.
