SRINAGAR: The Jammu and Kashmir Government has recommended deletion of 42,540 system-flagged cases under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) after verification at the block and district levels, the Rural Development and Panchayati Raj Department has informed the J&K Assembly.
The figures were provided in a written reply to a starred question by Kangan MLA Mian Mehar Ali on concerns over eligible households being excluded during the Awaas+ 2024 survey, automated scrutiny and subsequent verification.
According to the department, 38,457 of the flagged cases are from the Jammu division, while 4,083 are from the Kashmir division, taking the total to 42,540.
The department, however, said no eligible household or individual had been “deliberately and officially” rejected or deleted from the Awaas+ 2024 survey at the present stage. It said some deserving households were not appearing in the draft Permanent Wait List (PWL), apparently because of automated scrutiny, validation and eligibility checks carried out through the prescribed system.
Since the final PWL has not yet been generated, the government said non-inclusion in the draft list could not at this stage be treated as a final rejection or deletion from the beneficiary selection process.
The department also acknowledged receiving complaints at various levels about eligible households being excluded because of technical or system-generated flags and errors in the Awaas+ mobile application. District- and constituency-wise figures of such cases were provided in an annexure to the Assembly reply.
In Jammu division, the highest number of cases in the annexure was reported from Inderwal constituency in Kishtwar at 3,210, followed by Jasrota in Kathua with 2,328, Akhnoor in Jammu with 2,280, Surankote in Poonch with 2,219 and Hiranagar in Kathua with 1,798.
Other sizeable figures included 1,670 cases in Thannamandi, 1,647 in Kathua constituency, 1,481 in Poonch Haveli, 1,465 in Billawar, 1,416 in Mendhar and 1,242 in Udhampur East.
In Kashmir division, Khansahib recorded the highest figure at 621, followed by Beerwah with 365, Srigufwara-Bijbehara with 308, Anantnag West with 249 and Budgam with 226. Several constituencies reported very few or no cases, including Chadoora, Rafiabad, Kulgam, Ganderbal’s Kangan and all five listed Srinagar constituencies.
The government said cases flagged or reverted by the automated system were being subjected to verification or re-verification by field functionaries in accordance with the prescribed procedure.
It further stated that the 42,540 system-flagged cases had been recommended for deletion following verification at both block and district levels under the deletion module, for which guidelines had been conveyed by the Union Ministry of Rural Development.
At the same time, the department said there was currently no prescribed mechanism for directly incorporating or re-including left-out or deleted beneficiaries in the PMAY-G beneficiary list.
To identify genuine households that may have been missed during the survey or verification process, Gram Sabhas had been held in the concerned panchayats, the government said. Cases identified or recommended through the Gram Sabhas would be examined and processed in accordance with applicable Ministry of Rural Development guidelines and instructions, as and when the prescribed procedure became available.
PMAY-G is intended to provide assistance for pucca houses with basic amenities to eligible rural houseless households and those living in kutcha or dilapidated houses. The Union Government approved continuation of the scheme for 2024-25 to 2028-29, including assistance for two crore additional rural houses.
A separate Union Government reply in February 2026 recorded 3,34,664 PMAY-G houses sanctioned in Jammu and Kashmir and 3,22,573 completed against a cumulative target of 3,36,498.
