SRINAGAR: Jammu and Kashmir had 9,79,102 active non-compliant vehicles as of July 24, 2026, slightly more than the 9,71,828 vehicles classified as active compliant under the Centre’s Vehicle Classification Framework, the Lok Sabha was informed on Thursday.
The figures put the total number of active vehicles in the Union Territory at 19,50,930, according to Union Minister for Road Transport and Highways Nitin Jairam Gadkari.
Gadkari was responding to a question raised by Dr Sambit Patra. The data was compiled under the Vehicle Classification Framework introduced by the Ministry with effect from April 1, 2026.
Under the framework, vehicles are categorised as Active-Compliant, Active-Non-Compliant, Temporary Archive or Permanent Archive based on factors including registration validity, fitness certification, insurance coverage and a valid Pollution Under Control Certificate (PUCC).
The minister said technology-based systems, including VAHAN, SARATHI and e-Challan, have been developed to support uniform implementation of the Motor Vehicles Act across the country.
However, enforcement of the Motor Vehicles Act and traffic rules falls under the respective State governments and Union Territory administrations, Gadkari said.
He added that electronic monitoring and enforcement of road safety measures are being undertaken under the Motor Vehicles Act and Central Motor Vehicles Rules. Transport-related services may also be withheld when e-challans remain unpaid beyond the prescribed period.
