Principal Secretary Planning, Development and Monitoring & Information departments, Rohit Kansal today emphasized upon all the Administrative Secretaries and Heads of departments to work in synergy to make second phase of ‘Back to Village’ programme a success.

Kansal made these remarks while undertaking training conducted for familiarizing the officers with the activities to be performed during the phase 2 of B2V program.

Kansal stressed that every line department has a specific role to play during this government initiative and the frontline workers of each department should proactively participate in this unique effort. He asked all the departments to highlight their activities and achievements and send the relevant details to all the Deputy Commissioners for proper demonstration of the same.

The Principal Secretary said that the finished and unfinished works of B2V phase I of this programme should be assessed on the spot and impediments found, if any, should be resolved. He exhorted upon the officers to consult the line departments and give a specific timeframe to the people about the completion of rest of the works in their villages.

Kansal said that all the four objectives of B2V-2 including follow-up of B2V-1, functionality of Panchayats, 100% enrollment under individual beneficiary oriented schemes and doubling of farmer income should be given special attention.

Earlier, Secretary Rural Development, Sheetal Nanda gave a power point presentation regarding the activity schedule to be followed during this phase of the B2V programme. She gave a timeline of the activities to be undertaken and informed the officers about the kind of information to be disseminated among the villagers. The officers were made aware that a report card and critical gap analysis has to be prepared by each of the visiting official.

Secretary RDD told the officials that they should participate in the Gram Sabha, unveil the Gram Panchayat Development Plan (GPDP) of each visited village besides deliberating on the issues raised during B2V1 programme. She also beckoned the officers to ensure that the grassroot workers accompanying the officers should explain schemes before the village gatherings.

Sheetal Nanda said that special emphasis should be laid over 100% enrolments of children (aged 4-14 years) into the schools, 100% coverage of PM-Kisan, Ayushman Bharat and other pension and scholarship schemes.

The officers were briefed that a report in a pre-circulated format has to be submitted at the end of the 2 day visit to a village.
